A.  Children’s Well Being

1.    Children’s Services

a.    Washtenaw Intermediate School District (WISD) Contract (Contract) (Budget Estimate)

  • Authorizing the Administrator to sign the contract with the Washtenaw Intermediate School District
  • For the period of 7/1/2011 to 6/30/2012
  • To fund educational programs at the Juvenile Detention Center and the Daybreak Residential Programs
  • In the amount of $380,379 annually for the 2011-12 school year
  • The estimated net cost to the county for the 2011-2012 school year following eligible reimbursements is $75,370
  • The Administrator would be able to sign second year contracts for the 2012-13 school year as well

RECOMMENDATION: Approval at Board

 

B.  Community and Economic Development

1.    Employment Training and Community Services

a.    Employment Services

  • Ratifying the signature of the Chair of the Board
  • To the Workforce Development Agency, State of Michigan
  • For the period of July 1, 2011 to June 30, 2012
  • To offer workers services such as job search assistance, assessment, job referral, and job placement services
  • To assist employers with recruitment
  • Last year, $477,221 was received to fund these services
  • For total program of $478,509
    -Federal Revenue: $478,509
    -County Match: $0
  • Indirect costs are not included in this grant
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts

b.    Michigan Enrolls

  • Ratifying the signature of the County Administrator on the application
  • To the Michigan Community Action Agency Association
  • For the period of 4/1/11– 3/31/17
  • To provide field education, enrollment assistance and outreach services to county residents who are eligible for state supported health insurance
  • To assist an estimated 130 individuals a month
  • For a total program of $100,637 for the 6 year period
    -Federal Revenue: $100,637
    -County Match: $0      
  • Indirect costs are not included in this budget
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

2.    Economic Development & Energy

a.    Interlocal Agreement - Southeast Michigan Regional Energy Office Community Alliance (Interlocal Agreement)

  • Supporting the interlocal agreement under the Urban Cooperation Act
  • With seventeen local government members in the Southeast Michigan region
  • To create the Southeast Michigan Regional Energy Office Community Alliance
  • To receive technical services and grant assistance
  • To qualify for grant and foundation funding that the county may not otherwise be eligible to receive

3.    Community Development

a.    2012-2015 Washtenaw Urban County Participation

  • Approving the Urban County 3 year qualification period, ratifying the signature of the County Administrator on the Cooperation agreements for this period with 6 jurisdictions that wish to join the Urban County
  • To the U.S. Department of Housing and Urban Development
  • For the period of 7/1/12 to 6/30/15
  • To allow the members of the Urban County to receive federal CDBG, ESG, and HOME funds
  • For rehabilitation work, construction of new housing, improvement of public infrastructure, and funding human service agencies
  • To allow 6 jurisdictions to join the Urban County: City of Saline, Village of Manchester, and the Townships of Dexter, Lima, Manchester, and Saline

RECOMMENDATION: Approval

 

C.  Public Safety & Justice

1.    Sheriff

a.    Edward Byrne Memorial Justice Assistance Grant (JAG) (Narrative) (Budget Narrative)

  • Ratify the electronic submission
  • To the Federal Bureau of Justice Assistance
  • For the period of 10/1/11 to 9/30/13
  • To continue efforts of the Community Outreach Program as a part of the Sheriff’s overall community engagement efforts
  • To train Peer Outreach Workers to assistant in  community and relationship building
  • For total program of $42,587
    -Federal Revenue: $42,587
    -County Match: $0
  • Indirect costs are not included in this grant
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

 

D.  Administrator

a.     2011 General Fund and 2010/11 Community Support & Treatment Services Budget Adjustments

  • Authorizing the Administrator to amend the 2011 General Fund and the 2010/11 Community Support & Treatment Services Budgets
  • Increasing the General Fund Budget in the amount of $1,420,000
  • General Fund increase is offset by increased property tax revenue over original 2011 budget
  • Increasing the Community Support & Treatment Services Budget in the amount of $150,003
  • Community Support & Treatment Services increase is offset by Washtenaw County Health Organization revenue
  • Community Support & Treatment Services Budget increased does not increase General Fund Appropriation
