A.  Economic Development

Economic Development & Energy

a.    BST Investments Redevelopment Project - Dexter (Brownfield Plan)

  • Adopting the amended Brownfield Plan for the BST Investments Redevelopment Project in Dexter
  • To demolish three existing buildings, and to construct a commercial complex consisting of new three buildings on the site
  • To retain 40 jobs, and support 80 new jobs for a total of 120 jobs
  • Total capital investment is estimated at $14 million
  • Tax increment financing of $312,000 is requested for the following:
    -Reimbursement of demolition: $230,000
    -Brownfield plan/workplan development: $10,000
    -Authority administrative costs: $24,000
    -Local Site Remediation Revolving Fund: $48,000
  • From 2011-2015, $20,617 in county operating millage will be captured
  • The annual county millage payment from the property is expected to increase from $5,397 to $14,222 after TIF capture is complete

RECOMMENDATION: Approval

 

B.  Public Health

Environmental Health

a.    Michigan Department of Environmental Quality’s Water Quality Monitoring Grant

  • Ratifying the signature of the County Administrator on the electronic application
  • To the Michigan Department of Environmental Quality
  • For the period of May 1, 2011 through September 30, 2012
  • To monitor public bathing beaches in Washtenaw County for E. Coli contamination
  • To collect water samples, track contamination trends, and to issue bather advisories or beach closures when necessary
  • For a total program of $20,334
    -State Revenue: $15,102
    -County Match (In-Kind): $5,232
  • Includes $2,589 in indirect costs, which will count toward the county match
  • Upon receipt of the grant award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval
