A.  Economic Development

1.  ETCS

a.  Food Assistance Employment and Training Program (Program Operations) (Supportive Services)

  • Ratifying the signature of the Chair of the Board on the program plan
  • To the Michigan Department of Energy, Labor and Economic Growth
  • For the period of October 1, 2010 through September 30, 2011
  • To serve able-bodied adults 18-49 years of age who receive Food Assistance, and do not have dependents
  • To help interested participants develop an Individual Service Strategy for meeting their long-term employment goals
  • To refer participants to employment services such as educational training, job search assistance, and subsidized employment
  • Last year, $97,871 was received, and 112 people were served
  • ETCS expects to be able to serve more people this year with the increased funding, although the actual number of participants will vary depending on referrals received from the state
  • 85 people have been served so far this year
  • For a total program of $141,409
    -Federal Revenue: $141,409
    -County Match: $0
  • Indirect costs are not eligible under this grant

b.  Jobs, Education, and Training (JET) Plan (The Plan)

  • Ratifying the signature of the Chair of the Board on the application
  • To the Michigan Department of Energy, Labor and Economic Growth
  • For the period of October 1, 2010 through September 30, 2011
  • To connect  families with the kind of jobs, education, and training opportunities that will help them achieve self-sufficiency
  • To provide job placement services such as client assessments, job search assistance, and training services
  • To provide supportive services, such as transportation allowances or clothing, to enable clients to participate in their assigned activities
  • Last year, 1,471 people used JET services
  • Current funding is $392,147 less than what was received last year
  • The actual number of participants will vary depending on referrals received from the state, but ETCS plans to build on a grouping/clustering service delivery model that will serve as many people as possible with less funding
  • For a total program of $1,161,692
    -Total Federal Revenue: $1,161,692
         --Temporary Assistance for Needy Families (TANF) funds: $993,764
         --Workforce Investment Act Statewide Activities (WIA) funds: $73,585
         --State General Fund/General Purpose (GF/GP) funds: $94,343
    -County Match: $0
  • Indirect costs are not eligible under this grant

c.  Workforce Investment Act (WIA) American Recovery and Reinvestment Act Statewide Activity Program

  • Ratifying the signature of the Chair of the Board on the Budget Information Summary
  • To the Michigan Department of Energy, Labor and Economic Growth
  • For the period of July 1, 2010 through June 30, 2011
  • To support WIA participants already in training by providing services such as specialized skills assessments, job search assistance, and literacy activities
  • To  enroll WIA eligible participants currently on waiting lists into training
  • To provide core and intensive services to eligible WIA participants
  • All county residents are eligible for core services
  • Enhanced services are available to adults or dislocated workers who are unemployed, and to those who need additional assistance to get a self-sustaining job
  • For a total program of $148,532
    -Total Federal Revenue: $148,532
    -County Match: $0
  • Indirect costs are not eligible under this grant
