A.  Public Safety & Justice

1.    Sheriff

Annual Marine Safety Grant (Application)

  • Ratifying the signature of the County Administrator on the application
  • To the Michigan Department of Natural Resources
  • For the period of January 1, 2011 - December 31, 2011
  • To provide up to 75% reimbursement for the operation of marine safety functions
  • To patrol surface waters for public safety
  • For a total program of $214,645:
    -With maximum state reimbursement of $180,261
  • Total program includes indirect costs of $18,475
  • Marine Safety program budget was included in the county’s 2011 adopted budget, no adjustment will be needed
  • Upon receipt of the award:
    -Authorizing the Administrator to sign notice of grant award
    -Authorizing the Administrator to sign delegate contracts



B.  Economic Development

1.    ETCS

MCAAA/MPSC Weatherization Assistance and Client Education Program (Application)

  • Ratifying the signature of the County Administrator on the program application
  • To the Michigan Department of Human Services
  • For the period of October 1, 2010 – December 31, 2011
  • To perform weatherization activities for eligible county residents who are at or below 200% of the federal poverty level ($44,100 for a family of four)
  • To serve six residential unit by conducting home energy audits, including insulation and air tightness testing, and health and safety evaluations, as appropriate
  • To perform energy efficient upgrades and repairs as deemed appropriate
  • To offer energy-saving classes to fifty county residents
  • For a total program of $25,316
    -State Revenue: $25,316
    -County Match: $0
  • Indirect costs are not eligible under this grant


2.    Community Development

2011 Coordinated Funding: Human Services Program Operations Funding Review Process and Committee Appointments

  • Appointing Hazelette Robinson, Susan Sweet Scott, and Michael Smith as Washtenaw County representatives
  • To the application review committee for the 2011 Coordinated Funding: Human Services Program Operations Funding
  • For the period of July 1, 2011 through June 30, 2012
  • On November 3, 2010, the Board approved the 2011 allocation of $507,500
  • No funds have been allocated by the Board for 2012 at this time
  • To coordinate county investments in local human service programs with other governments
  • To reduce duplication of effort, and to increase collaboration between nonprofit entities and funders
  • To designate qualified individuals to represent Washtenaw County on the review committee, which will also include three designees each from the Board of Commissioners, the Board of the United Way of Washtenaw County, Ann Arbor City Council, and the Urban County Executive Committee

1.    Treasurer

Delinquent Tax Borrowing

  • Issuing the 2011 General Obligation Limited Tax Notes
  • In an amount not to exceed $50 million
  • For the 2010 delinquent taxes



D.  Support Services

1.    Finance

Credit Card Policy

  • Adopting the revised Issuance and Use of County Credit Cards to Selected County Officers and Employees policy
  • This policy provides the authorization for use of credit cards by authorized county employees
  • Assigns the Finance Director oversight of day to day credit card issuance, accounting, monitoring, and general compliance of this policy
  • Departments are responsible for managing their staff’s accounts and ensuring that all purchase documentation is provided within 15 days of the account statement



2.    Human Resources

Worker’s Compensation Excess Insurance

  • Accepting the offer of Safety National insurer
  • For excess insurance coverage for Worker’s Disability Compensation Program
  • For the period of 2/1/11 – 1/31/12
  • This insurance protects the County from worker’s compensation losses that may arise under the contract period

RECOMMENDATION: Approval at Board


E.  County Administration

Conventions & Visitors Bureau Contracts

  • Amending the current contracts
  • With the Ann Arbor Area Convention & Visitors Bureau, Inc. and the Ypsilanti Area Convention & Visitors Bureau, Inc.
  • To reflect modifications in the compensation language
  • The county currently retains 10% of Accommodation Tax collections for enforcement of the ordinance
  • Effective for contract beginning May 2013, the County agrees to distribute to the Convention & Visitor Bureaus any funds remaining after enforcements costs and contribution to fund balance
  • Funds will be distributed 75% to the Ann Arbor Area Conventions & Visitors Bureau and 25% to the Ypsilanti Area Conventions & Visitors Bureau
