A.  Economic Development

1.    ETCS

a.    Fiscal Year 2011 Community Services Block Grant – Tax Preparation (Agreement)

  • Authorizing the signature of the County Administrator on the application
  • To the Michigan Department of Human Services
  • For the period of December 1, 2010-June 30, 2011
  • To offer free income tax preparation assistance to 200 low-income households
  • To promote the Earned Income Tax Credit (EITC) to eligible filers
  • To provide maximum tax relief for county residents who are at or below 200% of the federal poverty limit ($44,100 for a family of four), or are over age 60
  • Last year, ETCS assisted 112 households
  • For a total program of $20,000
    -Federal Revenue: $20,000
    -County Match: $0
  • Indirect costs are not eligible under this grant

RECOMMENDATION: Approval

 

b.    Fiscal Year 2011 Michigan Public Service Commission Energy Assistance Program (Agreement)

  • Authorizing the signature of the County Administrator on the application
  • To the Michigan Community Action Agency Association
  • For the period of October 1, 2010-July 31, 2011
  • To help 201 low-income families pay their home energy bills and avoid shutoffs
  • To provide emergency deliverable fuels assistance to residents who are at or below 200% of the federal poverty limit ($44,100 for a family of four), or who are unemployed
  • Last year, ETCS assisted 272 households (the grant was $28K larger)
  • For a total program of $81,995
    -State Revenue: $81,995
    -County Match: $0
  • Indirect costs are not eligible under this grant

B.  Public Safety & Justice

1.    Trial Court – Juvenile Division

a.    Mental Health Services for Drug Court Participants (MHSDCP) (Grant Contract) (Support Letter)

  • Ratifying the signature of the County Administrator on the grant contract
  • To the Michigan State Court Administrative Office (SCAO)
  • For the period of October 1, 2010 - September 30, 2011
  • To provide mental health services for juvenile drug court participants
  • To provide individualized mental health assessment and treatment services
  • For a total program of $26,000
    -State Revenue: $26,000
    -County Match: $0
  • Indirect costs are not eligible under this grant

RECOMMENDATION: Approval at the Board

 

b.    Annual Juvenile Accountability Block Grant (JABG) (Grant Contract)

  • Ratifying the signature of the County Administrator on the grant contract
  • To the Michigan State Court Administrative Office (SCAO)
  • For the period of April 1, 2011 - March 31, 2012
  • To provide individualized treatment and supervision to keep youth at home
  • To eliminate drug and alcohol use and associated delinquent behaviors
  • To continue to fund costs of substance abuse treatment services for juvenile drug court participants
  • For a total program of $28,074
    State Revenue: $25,267
    County Match: $2,807 (included in Child Care Fund)
  • Indirect costs included are 5% of total program, $1,404

c.   Trial Court Juvenile Division Move from Platt Road to Ann Arbor Courthouse Presentation and Trial Court Integration Presentation

 

d.  Trial Court Memorandum of Understanding

  • Reaffirming the Memorandum of Understanding
  • Between Washtenaw County Board of Commissioners and the Washtenaw County Trial Court
  • Specifying the rights and responsibilities of each party pertaining to budgetary and operational issues
  • RECOMMENDATION: Approval

 

C.  Support Services

1.    Human Resources

a.    Collective Bargaining Agreement – Police Officers Association of Michigan (POAM)

  • Approving the agreement with POAM
  • Approving economic concessions
  • For the contracts for 2011 - 2014
  • Specifying adjustments to wages and other benefit modifications that provide structural savings  for Washtenaw County including:
    Forgo negotiated increases of 2% for 2011 and 2012
    Reduce negotiated increases from 2% to 1% for 2013 and 2014
    Medical premium sharing of $50/month for 2013 and 2014
  • Total estimated savings from 2011 to 2014 is $4,426,042

RECOMMENDATION: Approval at Board

 

b.     Collective Bargaining Agreement - Command Officers Association of Michigan

D.  Administration

a.    Cost Recovery and Containment Program Request for Proposal (Evaluation Criteria) (RFP)

  • Approving the Evaluation Committee’s vendor selection of Expense Reduction Analyst (ERA)
  • For the Washtenaw County Cost Recovery and Containment Program
  • For two years beginning at the start of the contract period.

RECOMMENDATION: Approval

 

E.  Board of Commissioners

a.    Washtenaw County Committee, Commission, and Board Restructuring

  • Dissolving certain County boards, commissions and committees
  • Consolidating two existing committees into one new committee
  • Eliminating the Washtenaw County Election Expense Committee and the Washtenaw County Law Enforcement Review Board
  • Combining the Washtenaw County Drug Forfeiture Committee and the Sheriff’s Youth Community Projects and Special Projects Fund Committee into the Sheriff’s Discretionary Fund Committee
