A.  Economic Development

1.    ETCS

a.    Fiscal Year 2011 Foster Grandparent Program Federal Grant Application (Grant Application)

  • Ratifying the signature of the County Administrator on the application
  • To Corporation for National and Community Service
  • For the period of January 1, 2011 through December 31, 2011
  • To provide 64 low-income seniors (55 years old and over) with the opportunity to volunteer with children with special needs
  • To serve mentor children at 25 community sites, including day care, Head Start, area schools, and the Juvenile Detention Center
  • To provide seniors with a non-taxable stipend, transportation, meals, uniforms, training and an annual physical examination
  • Last year, 64 seniors volunteered under the federal Foster Grandparents program
  • For a total program of $378,005
    -Federal Revenue: $299,821
    -County Match (from CSBG revenue approved on 10/20/10): $60,149
    -Local Match (In-Kind): $18,035
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts



2.    Economic Development & Energy

a.    Certified Local Government (CLG) Grant Funds Application for Michigan Modern Architecture in Ann Arbor (Application)

  • Ratifying the signature of the County Administrator on the application
  • Michigan State Historic Preservation Office (SHPO)
  • For the period of December 1, 2010 – June 30, 2011
  • Create a heritage tour of Michigan Modern Architecture in the Arbor Hills neighborhood of Ann Arbor
  • To create content that will be used by the SHPO to produce a self-guided walking/driving tour of the Ann Arbor Hills neighborhood
  • To begin to build the historic resource documentation and evaluation necessary to assist the county in seeking future funding for heritage tourism
  • For a total program of $6,000
    -State Revenue: $6,000
    -County Match: $0    
  • Indirect costs are not included in this grant



B.  Health

1.     Washtenaw Community Health Organization

a.    Various Position Changes, with the net creation of 2 FTE

  • Approval of the creation of 3 grant-status FTE positions (2 full-time, and 2 half-time) pursuant to the Primary and Behavioral Healthcare Integration (PBHCI) Grant recently received by WCHO
  • These three FTE are entirely funded by the PBHCI grant ($1,996,862 in total), and there is no impact to County General Fund
  • Elimination of 1 non-union FTE
  • This elimination is a separate action not related to the PBHCI grant, and there is no impact to County General Fund
  • Effective December 1, 2010, creating the following positions:
    -1.0 FTE Peer Support Specialist
    Group 11, Grade 15
    Salary Range: $31,507 - $38,811
    -2.0 FTE Medical Case Manager
    Group 11, Grade 23
    Salary Range: $41,766 - $54,388
  • Effective January 15, 2010, eliminating the following positions:
    -1.0 FTE Program Administrator
    Group 32, Grade 33
    Salary Range: $66,205 - $101,528



2.    Community Support & Treatment Services

a.    2010-2011 Interim 2nd Quarter Budget and Position Modifications (Single Budget with CSTS separated)

  • Approving the interim budget for the second quarter of the state fiscal year 2010-11
  • In the amount of $6,654,934
  • For the period of 1/1/11 – 3/31/11
  • Effective January 2, 2011, transferring 3.0 FTE Mental Health Professionals from WCHO to CSTS
    -Group 11, Grade 21
    -Salary Range: $38,811 - $50,440
  • Authorizing the Administrator to sign the service agreement between the WCHO and CSTS



C.  Support Services

1.     Finance

a.    Request for Proposal for Internal Auditing Services

  • Approving the Finance Department to issue a request for proposal to qualified firms
  • To perform internal auditing services for the County
  • To enhance internal controls
  • An internal audit will begin with reviewing existing internal controls, followed by a risk assessment to identify which departments to do first
  • Departments would be reviewed on a rotating schedule over a multiple year time period to spread the expense across fiscal years
