A.  Economic Development

ETCS

a.    Fiscal Year 2010-2011 Community Services Block Grant (Plan Narrative) (Expenditure Plan)

  • Authorizing the signature of the County Administrator on the application
  • To the Michigan Department of Human Services
  • For the period of October 1, 2010 – September 30, 2011
  • To prevent and eliminate the causes, conditions, and effects of poverty
  • To promote social and economic opportunities for individuals at or below 200% of the federal poverty level ($44,100 for a family of four)
  • For a total program of $778,856
    -State Revenue: $597,568
    -County Match (cash): $181,288 (budgeted GF appropriation)
  • Indirect costs are not eligible under this grant

RECOMMENDATION: Approval

 

b.    Community Services Block Grant – Discretionary Funds (Plan Narrative) (Expenditure Plan)

Authorizing the electronic submittal of the application

  • To the Michigan Department of Human Services
  • For the period of September 1, 1010 – August 31, 2011
  • To assist Community Action Agencies in addressing community needs
  • To hire a consultant to conduct a Needs Assessment of the Gateway/South Side of Ypsilanti Neighborhood
  • To gather data with the goal of obtaining future grant and support opportunities
  • For a total program of $25,000
    -State Revenue: $20,000
    -County Match (fund balance): $5,000
  •  Indirect costs are not eligible under this grant

c.    Michigan Department of Human Services Crisis Assistance Grant for Deliverable Fuels (LCA) (Agreement)

  • Ratifying the signature of the County Administrator on the agreement
  • To the Michigan Department of Human Services
  • For the period of September 1, 2010 - August 31, 2011
  • To provide emergency heating deliverable fuels assistance to 45 households
  • To respond to emergency deliverable fuels to individuals whose annual family income is at or below 60% of the State Average Medium Income Estimate published by the U.S. Department of Health and Human Services
  • Last year, ETCS assisted 42 households with this grant
  • For a total program of $33,500
    -State Revenue: $33,500
    -County Match: $0
  • Indirect costs are not eligible under this grant

RECOMMENDATION: Approval

 

B.  Health and Human Services

Public Health

      Michigan Department of Agriculture’s Clean Sweep Grant (Application Template)

  • Authorizing the signature of the County Administrator on the agreement
  • To the Michigan Department of Human Services
  • For the period of October 1, 2010 through September 30, 2011
  • To accept pharmaceuticals, pesticides, herbicides, and mercury to process for proper disposal
  • To offset the typical cost of the program, foster regional coordination, and to pay for the materials brought in by the business community
  • To promote outreach activities to the agricultural community, nurseries, golf courses, commercial exterminators, and farmers
  • For a total program of $55,000
    -State Revenue: $55,000
    -County Match: $0
  • Indirect costs are not eligible under this grant

C.  Housing and Homelessness

Office of Community Development

      Emergency Solutions Grant (ESG) Program (Application)

  • Ratifying the signature of the Administrator on the electronic submission of the grant application
  • To the Michigan State Housing Development Authority
  • For the period of October 1, 2010 through September 30, 2011
  • To provide resources to non-profit sheltering and supportive service providers to pay for operational costs, such as rent and utility payments, which are not allowable under other HUD Continuum of Care Grants
  • To fund the Office of Community Development to offset the cost of Continuum of Care Coordination
  • To provide funding to nine nonprofit emergency service provider organizations
  • For a total program of $286,509
    -Federal Revenue: $286,509
    -County Match: $0
  • Indirect costs are not eligible under this grant

D.  Children’s Well Being

Trial Court & Department of Human Services

2010/2011 State Child Care Fund Budget (Budget Summary)

  • Authorizing the signature of the Chair of the Board on the 2091 summary budget form
  • To the Michigan Department of Human Services, Bureau of Juvenile Justice
  • For the period of October 1, 2010 through September 30, 2011
  • To provide 50% reimbursement for eligible expenses, which include funding for programs that serve neglected, abused, and delinquent youth in Michigan
  • For expenses that are made locally and submitted to the State for reimbursement on a monthly basis
  • For 50% reimbursement on estimated expenditures of $9,113,838 for State funding of $4,556,919
  • For 100% reimbursement on pre-adoptive care estimated expenditures of $5,696
  • Indirect costs of $1,311,308 are included above, $919,124 of which are eligible for 50% reimbursement
  • For a total estimated reimbursement of $4,562,615
  • Anticipated expenditures and reimbursements are aligned with the county’s 2011 adopted budget
