A.  Public Safety & Justice

Sheriff

  1. Annual Secondary Road Patrol (SRP) Grant (Application)
  • Ratifying the signature of the Chair of the Board
  • To the Michigan State Police, Office of Highway Safety
  • For the period of October 1, 2010 through September 30, 2011
  • To provide additional road patrol on secondary roads and in state and county parks
  • To support personnel costs for 3.0 FTE deputy positions plus vehicle and operating expenses
  • For a total program of $332,546
    -State Revenue: $219,600
    -Local Revenue: $112,946
    -County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

  1. Annual Emergency Management Performance Grant (EMPG) (Application)
  • Authorizing the signature of the Chair of the Board and the County Administrator on the Work and Budget Agreement
  • To the Michigan State Police, Emergency Management and Homeland Security Division
  • For the period of 10/1/09 to 9/30/10
  • For pass-through funding from the Federal Emergency Management Agency (FEMA) to support County Emergency Management operations
  • In the amount up to $74,127 or 50% of eligible expenses
  • No match is required. Eligible expenses are salary and fringes for the Emergency Management Director
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts

 RECOMMENDATION: Approval

  1. 2009 Homeland Security Grant (Agreement)
  • Authorizing the signature of the County Administrator on the grant agreement
  • To the United States Department of Homeland Security
  • For the period of 8/1/09 to 4/30/12
  • For Homeland Security funding to purchase Weapons of Mass Destruction response equipment, enhance emergency planning and coordination, improve disaster exercise design and participation, and for local hospitals and public health preparedness
  • For a total program of $679,918
    -Federal Revenue: $679,918
    -County Match: $0
  • Indirect costs are not eligible in this grant
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts

 RECOMMENDATION: Approval

  1. Citizen Corp Grant (Agreement)
  • Authorizing the signature of the County Administrator on the grant agreement
  • To the United States Department of Homeland Security
  • For the period of 8/1/09 to 4/30/12
  • For Washtenaw County’s Community Emergency Response Team (CERT) training to be available to anyone in the community who is interested in attending
  • For a total program of $10,407
    -Federal Revenue: $10,407
    -County Match: $0
  • Indirect costs are not eligible in this grant
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget

B.  Land Use & Environment

Water Resources Commissioner – Public Works Division

Western Washtenaw Recycling Project

  • Pledging the County’s Full Faith & Credit
  • For the payment of bonds for the Western Washtenaw Recycling Project
  • In an amount not to exceed $2,800,000
  • To improve and maintain the existing facility with a new building and new processing equipment that will allow for “single stream” recycling for the Townships of Bridgewater, Dexter, Lima  and Lyndon and the City of Chelsea
  • Bonds will be retired through special assessments established by the Board of Public Works
  • An additional special assessment will be levied for the ongoing operation and maintenance of the updated facility
  • Directing the Board of Public Works to undertake the project

RECOMMENDATION: Approval

    -Salary Range: $59,641 - $88,285
  • Creating 1.0 FTE Nurse Practitioner
    -Group 32, Grade 34C
    -Salary Range: $63,630 - $84,927
  • Adding the following CSTS positions to the WCHO Leased position agreement:
    -5.0 FTE Consumer Financial Consultant I/II

Remote Searching and Reproduction of Digital Land Records Fees

  • Adopting the Fees for Remote Searching and Reproduction of Recorded Land Records
  • Increasing the fees for online searches of land records to better align with the costs of providing online services
  • Land records can still be searched for free on-site during normal County business hours
