1.    Economic Development & Energy

Certified Local Government (CLG) Grant Funds Application for Gordon Hall (Application)

  • Ratifying the signature of the Chair of the Board
  • To the State of Michigan Historic Preservation Grant Program
  • For the period of August 1, 2010 through June 30, 2011
  • To create a Rehabilitation Master Plan for Gordon Hall
  • To aid in the historic preservation of Gordon Hall, and to implement a plan for its long term care and use
  • For a total program of $24,587
    -State Revenue: $14,752
    -Local Match (Cash): $9,835
    -County Match: $0
  • Indirect costs are not included in this grant

2.    Employment Training and Community Services

a.    Workforce Investment Act (WIA) Incumbent Worker Program (Application)

  • Ratifying the signature of the Chair of the Board
  • To the Michigan Department of Energy, Labor, and Economic Growth
  • For the period of July 1, 2010 to June 30, 2011
  • To provide training resources to approximately ten employers who are experiencing a decline, and have the potential to undergo layoffs
  • In 2009, ETCS served five employers with a budget of $144,659
  • For a total program of $115,480
    -Federal Revenue: $115,480
    -County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget

b.    Workforce Investment Act (WIA) Capacity Building and Professional Development (Application)

  • Ratifying the signature of the Chair of the Board
  • To the Michigan Department of Energy, Labor, and Economic Growth
  • For the period of July 1, 2010 through June 30, 2011
  • To increase proficiency in meeting WIA performance measures
  • To assist in meeting local program goals and to provide ongoing system development
  • In PY 2009 ETCS received technical assistance and training from the Michigan Works! Association for $24,000
  • For total program of $24,000
    -State Revenue: $24,000
    -County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:

  • To offer workers services such as job search assistance, assessment, job referral, and job placement services
  • To assist employers with recruitment
  • Last year, $498,065 was received to fund these services
  • For total program of $475,942
    -Federal Revenue: $475,942
    -County Match: $0

  • Upon receipt of the award:

d.    Foster Grandparent Program (FGP) State of Michigan, Annual Funding Agreement for Fiscal Year 2011 (Funding Agreement)

  • Ratifying the signature of the Chair of the Board
  • To the Michigan Office of Services to the Aging
  • For the period of October 1, 2010 to September 30, 2011
  • To provide 70 low-income seniors (60 years old and over) with the opportunity to volunteer with children with special needs
  • To provide seniors with a stipend, transportation, meals, uniforms, training and an annual physical examination
  • Last year, 65 seniors volunteered under the Foster Grandparents program
  • For total program of $10,809
    -State Revenue: $9,739
    -Local Match (In-Kind): $1,070
    -County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:

e.    Senior Nutrition (Application)

  • Ratifying the signature of the Chair of the Board
  • To the Area Agency on Aging 1-B
  • For the period of October 1, 2010 to September 30, 2011
  • To support the nutritional health and independence of older adults in Washtenaw County by serving a total of 162,982 meals through Congregate and Home-Delivered meals
  • Last year, ETCS served a total of 168,174 meals through this program
  • For total program of $850,459
    -Federal Revenue: $586,700
    -Program Revenue: $107,300
    -USDA Reimbursement: $91,270
    -Local Match (In-Kind): $53,000
    -County Match (Cash): $12,189
  • Indirect costs are not included in this grant
  • Upon receipt of the award:

3.    Office of Community Development

Knight Foundation Community Grant – Eviction Prevention (Application)

  • Ratifying the signature of the Chair of the Board
  • To the Washtenaw County Department of Human Services
  • For the period of one year after the grant agreement is signed
  • To work with various agencies to provide emergency financial assistance to clients to help to prevent evictions, utility shut-offs, and other services
  • To leverage the County’s 2010 budgeted allocation for Eviction Prevention
  • For total program of $30,000
    -Local Revenue: $30,000
    -County Match: $0
  • Indirect costs are not included in this grant.
  • Upon receipt of the award:

C.  Health and Human Services

Public Health

2010/2011 Comprehensive Planning, Budgeting and Contracting (CPBC) Agreement, 2010/2011 Budget, and Position Reclassification

  • Ratifying the electronic submission by the County Health Officer
  • To the Michigan Department of Community Health
  • For the period of October 1, 2010 through September 30, 2011
  • Approving the 2010-11 Budget in the amount of $ 8,685,052
  • Increasing vaccination and clinic service fees
  • Reclassing 1.0 FTE Emergency Preparedness Coordinator to 1.0 FTE Emergency Preparedness Administrator
    -Group: 32, Grade: 32
    -Salary Range: $ 59,641 - $ 88,285
  • Reflects a net decrease of $1,070,209 due primarily to reduction of H1N1 planning/implementation funding
  • Reflects expected increases in WIC and Medicaid dollars
  • Reflects a General Fund appropriation of $ 2,910,761
  • Authorizing the Administrator to sign delegate contracts

D.  Risk Management

Insurance Renewals

  • Accepting quotes for insurance coverage
  • For the period of 10/1/10 to 9/30/11
  • In the amount of $
  • To provide coverage for (1) property, (2), general liability, (3) police liability, (4) auto liability, (5) liquor liability, (6) boiler and machinery, (7) crime, (8) public officials, (9) fiduciary liability, (10) environmental impairment liability (EIL) on storage tanks, (11) lawyers professional, (12) judicial liability and (13) medical professional
  • Arthur J. Gallagher Insurance Agency as the insurance provider for Washtenaw County
  • Approving insurance carriers for Chubb Insurance Company, Genesis Insurance Company, Great American Insurance Company, Zurich Insurance Company, Underwriters at Lloyds, London , and Hudson Insurance Company
  • Increases Self Insured Risk deductible to $400,000
  • Adds Liquor liability coverage to sell beer at the golf course and will be reimbursed by Parks & Rec
  • All costs are within the approved Washtenaw County 2011 Budget

E. Treasurer

Dog Licenses

  • Authorizing year-round god license renewals with the option of a three-year dog license
  • Adopting the fess schedule
  • To enhance customer service by synchronizing dog license purchase with the expiration of the rabies vaccination
  • To increase the number of licensed dogs with a rabies vaccination throughout the county
  • To reduce costs by spreading the renewals throughout the year and reducing the number of renewals needed
  • License will cost $1/month for up to 3 years for spayed/neutered dogs
  • License will cost $2/month for up to 3 years for unaltered dogs

F.  County Administrator

1.    Terminating Assignment of Joint Operating Agreement and Lease on the Delonis Center

  • Authorizing the Chair of the Board
  • To sign the “Agreement to Terminate Assignment of Joint Operating Agreement and Lease”
  • To end potential assignment of the lease and operating agreement to Saint Joseph Mercy Health Systems (SJMHS) should the Washtenaw Housing Alliance (WHA) not be able to fulfill its duties relating to the Delonis Center
  • To remove from higher class status within the Washtenaw Housing Alliance (WHA), thus allowing WHA to amend its by-laws

2.    Transferring Economic Development Bonds to Washtenaw Community College

  • Authorizing the transfer of $10,000,000 in Recovery Zone Economic Development Bonds
  • To Washtenaw Community College (WCC)
  • To provide WCC a funding option to build a new parking structure
  • These bonds were originally allocated to Washtenaw County, but must be used by Dec 31, 2010
  • Upon transfer of the Bonds, the County will have no legal or financial responsibility for the WCC project

3.    Veterans Relief Millage

  • Approving an Indigent Veterans’ Relief Millage
  • At 1/40th of a mill to be levied in December, 2010
  • For use during calendar year 2011
  • To provide relief for honorably discharged indigent members of the armed forces and their spouses, minor children and parents
  • The proposed millage would generate approximately $362,415
  • The millage rate is the same as previous years, but is estimated to collect about $30,000 less due to projected decreases of property values throughout the county
