A.  Public Safety & Justice

Sheriff

Edward Byrne Memorial Justice Assistance Grant (JAG) Formula Program: Local Solicitation (Narrative) (Budget Detail) (Budget Narrative)

  • Ratifying the electronic submission of the grant application
  • To the United States Department of Justice, Office of Justice Programs
  • For the period of October 1, 2010 through September 30, 2012
  • To continue the efforts of the Washtenaw County Sheriff's Community Outreach Team as a part of the Sheriff’s overall community engagement
  • To advance the Sheriff's community policing philosophy
  • For a total program of $43,954
    -Federal Revenue: $43,954
    -County Match: $0
  • Indirect costs are not included in this grant
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at Board on September 15, 2010

 

B.  Economic Development

Economic Development & Energy

a.    Near North Apartments Brownfield Redevelopment Plan (The Plan)

  • Adopting the new Near North Apartments Brownfield Plan
  • Enabling $720,000 in Michigan Business Tax Credits
  • To redevelop contaminated land into mixed-use development for affordable apartments and office space
  • Project is projected to bring 25 affordable apartments, 14 supportive housing apartments, 4-6 full-time jobs, 45-65 temporary construction jobs and $12.2 million in investment
  • No tax increment financing is requested for this plan

RECOMMENDATION: Approval at Board

b.    Zingerman’s Delicatessen Redevelopment Plan (The Plan)

  • Adopting the Zingerman’s Delicatessen Redevelopment Plan
  • Authorizing tax increment financing (TIF) to support $817,265 of eligible activities over 17 years
  • Enabling $1,003,000 Michigan Business Tax credits
  • To rehabilitate and renovate functionally obsolete property to expand the deli activities
  • Upon completion the project is projected to result in 65 new jobs, LEED certification for the building and $6.7 million in new investment

RECOMMENDATION: Approval at Board

 

C.  Land Use & Environment

1.    Water Resources Commissioner

Lake Forest Highlands Drain Project (Order Authorizing Issuance) (Revised Computation of Costs)

  • Pledging the County’s limited Full Faith & Credit
  • For the payment of bonds for the Lake Forest Highlands Drain Project
  • In an amount not to exceed $1,315,000
  • To upgrade existing basins and outlet control to current standards
  • To efficiently route water run-off to detention basins
  • Bonds will be retired through special assessments against Pittsfield Township (35%), Washtenaw County for benefits to County roads (13.88%), and property owners in the drainage district (51.12%)

RECOMMENDATION: Approval at Board

2.    Parks & Recreation

Natural Areas Preservation Program Millage Renewal

  • Authorizing the Washtenaw County Clerk
  • To place the ten year renewal of the Washtenaw County Areas Preservation Program Millage at one-quarter mill on the November 2, 2010 ballot
  • To authorize levies on December 1, 2011-2020
  • To continue protecting and preserving 1,800 acres of Natural Areas in 17 nature preserves and to purchase additional land for the use and enjoyment of the public

RECOMMENDATION: Approval at Board

 

D.  Support Services

1.    Human Resources

County Policy to Address the Employment of Individuals with Felony Convictions

  • Amending Volume II (Human Resources) of the Washtenaw County Policies and Procedures
  • Adding a section concerning the employment of individuals with felony convictions
  • To help reduce the recidivism rate in Washtenaw County by assisting those individuals with a felony conviction to receive a fair opportunity to obtain work
  • Policies would be amended to remove the request for criminal history from the application, only performing background checks for required positions upon conditional employment offers, and considering mitigating factors before revoking employment offer
  • Eliminating the box requiring disclosure of past criminal records on employment applications, and prevent unnecessary background checks

RECOMMENDATION: Approval at Board

2.    Finance

Contract for the Annual Financial Audit and Single Audit (Recommendation Memorandum)

  • Authorizing the Chair of the Board to sign the contract
  • With the auditing firm Rehmann Robson
  • For the five years ending December 31, 2010 – 2014
  • To perform the annual financial audit and single audit of the County

RECOMMENDATION: Approval at Board

 

E.  County Administrator

1.    Appointing the Finance Director

  • Accepting the appointment of Kelly L. Belknap as Finance Director
  • At Grade 34, and a Salary of $110,000
  • Effective the pay period beginning August 2, 2010
  • 87 applicants were narrowed down to 6 highly-qualified candidates to interview.  Of the candidates interviewed, Kelly Belknap, the only internal candidate, received the highest scores and is recommended for the Board’s approval

RECOMMENDATION: Approval at Board

2.    House by the Side of the Road (1996 Contract)

  • Rescinding all prior resolutions of the Board of Commissioners to provide free space at the County’s Service Center to the non-profit, House by the Side of the Road
  • Reaffirming the 1996 Agreement for Washtenaw County to reimburse House By the Side of the Road for the cost of the storage shed
  • House by the Side of the Road needs to move from the Service Center as a result of the Jail Expansion/District Court construction projects
