A.  Public Safety & Justice

1.    Prosecuting Attorney

Annual 2011 Cooperative Reimbursement Program (Application)

  • Ratifying the signature of the Administrator on the grant application
  • To the Michigan Department of Human Services
  • For the period of October 1, 2010 through September 30, 2011
  • To provide partial cost reimbursement for Prosecuting Attorney expenses as they relate to establishing orders of paternity and child support
  • For a total program of $523,962
    -State Revenue: $345,815
    -County Match: $178,147 (in line with County's 2011 budget)
  • Indirect costs: $53,198
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts

Trial Court – Friend of the Court

Annual 2011 Cooperative Reimbursement Program (Application)

  • Ratifying the signature of the Administrator on the grant application
  • To the Michigan Department of Human Services
  • For the period of October 1, 2010 through September 30, 2011
  • To provide partial cost reimbursement for Friend of the Court expenses as they relate to establishing, collecting and enforcing child support obligations in IV-D cases
  • For a total program of $5,956,092
    -State Revenue: $3,931,021
    -County Match: $2,025,071 (in line with County's 2011 budget, including Federal Incentives, Fees & Services, and GF Appropriation)
  • Indirect costs: $877,677
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts

Sheriff – Community Corrections

Annual Community Corrections Advisory Board Grant (Application Part 1) (Application Part 2)

  • Ratifying the electronic submission of the grant application
  • To the Michigan Department of Corrections
  • For the period of October 1, 2010 through September 30, 2011
  • To continue offering diversion and alternative sentencing options to the Washtenaw County Trial Court such as pre-trial services, drug testing, electronic monitoring and social education
  • For a total program of $1,025,146
    -State Revenue: $458,247
    -Program Generated Revenue: $295,890
    -Fund Balance: $55,000
    -County Match: $215,983
  • Requesting indirect costs to be waived as in previous years

B.  Economic Development

Employment Training and Community Services

a.    Summer Food Program (Agreement)

  • Ratifying the signature of the Administrator on the grant application
  • To the Michigan Department of Education
  • For the period of 6/14/10 – 8/27/10
  • To provide 14,000 breakfasts, 37,000 lunches, and 21,000 snacks to children from low-income families at approximately 30 sites throughout the Ann Arbor/Ypsilanti area
  • Eligibility is determined by eligibility for the National School Lunch and School Breakfast programs
  • In FY 2009, ETCS provided 9,389 breakfasts, 28,356 lunches, and 16,089 snacks for $140,441
  • For a total program of $170,000
    -Federal Revenue: $170,000
    -County Match: $0
  • Indirect costs are not included in this budget.
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at Board

b.    Community Services Block Grant – Migrant Services (Agreement)

  • Ratifying the signature of the Administrator on the grant application
  • To the Michigan Department of Human Services
  • For the period of 5/1/10 – 4/31/11
  • To assist 75 migrant families with referrals and assistance for English as a Second Language classes as well as other community services referrals and assistance
  • For a total program of $15,000
    Federal Revenue: $15,000
    County Match: $0
  • Indirect costs are not included in this budget.
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to amend the budget
    -Authorizing the Administrator to sign delegate contracts

C.  County Administrator

  1. Appointing Deputy Administrator
  • Accepting the appointment of William Reynolds as Deputy Administrator

RECOMMENDATION: Approval at Board

  1. 14A Court/Jail Renovation Construction Project
  • Requesting additional resources by the Board of Commissioners through the Public Safety & Justice Oversight Committee
  • To complete the 14A Court/Jail Renovation projects within scope and timeline
  • Resource increases will be funded out of the Facilities Operation & Maintenance Fund Balance
  • For a total amount not to exceed $495,598 for the following reasons:
    -Projected Interest Earnings Shortfall: $218,855
    -Reconciliation of Records Adjustment: $87,103
    -Anticipated Contingency to Finish Project: $190,000

RECOMMENDATION: Approval at Board

  1. Non Project Scope Considerations for 14A Court/Jail Renovation Construction Project
  • Requesting additional resources by the Board of Commissioners through the County Administrator
  • To provide for additional considerations outside the original scope of the 14A Court/Jail Renovation project including the following projects:
    -Demolition of 14A-1
    -Washtenaw Entrance – Scaled Back Split Drive
    -Intake Door Handles
    -Smoke Containment Enhancement System for New Jail Pods
  • Total costs are estimated to be $861,000
  • To be paid for out of the Self Insurance, Facilities Operation & Maintenance, and 1/8th Mill Fund Balances

RECOMMENDATION: Approval at Board

  1. Renewal of Urban Cooperation Agreement with Washtenaw Community Health Organization (Agreement)
  • Authorizing the Chair of the Board to sign the renewal Urban Cooperation Act Agreement
  • To extend the Washtenaw Community Health Organization until August 2020
