A.  Economic Development

1.    ETCS

Department of Energy Weatherization Assistance (Plan Request)

  • Ratifying the signature of the County Administrator on the agreement
  • With the United States Department of Energy
  • For the period of 4/1/10 – 3/31/11
  • To provide Weatherization services to 54 properties including outreach and intake, pre-inspection of homes, air leakage testing, health and safety evaluations, furnace assessments, refrigerator efficiency testing, post-inspection of the completed work and consumer education on how to keep ones home weatherized and energy efficient
  • Eligible residents include homeowners and renters with a family income at or below 200% of the Federal Poverty Level ($45,088 for a family of four)
  • In 2009, ETCS weatherized 43 properties with $350,836
  • For a total program of $ 426,833
    -Federal Revenue: $ 426,833
    -County Match: $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

2.    Community Development

Urban County Annual Action Plan (Annual Plan - Draft) (Summary of Projects Planned) (Public Hearing Notice - Approved April 7, 2010)

  • Authorizing the signature of the County Administrator on the plan
  • With the United States Department of Housing and Urban Development (HUD)
  • For the period of 7/1/10 – 6/30/11
  • To provide the Updated Urban County CDBG and HOME Consolidated Strategy outlining priority areas for use of Community Development Block Grant (CDBG), HOME Investment Partnership, and Emergency Shelter Grant (ESG) funds
  • CDBG was established to meet the following HUD goals
    -To benefit low and moderate income persons
    -To aid in the prevention or elimination of slums or blight
    -To meet community development needs that have particular urgency
  • HOME is designed to build, buy, or rehabilitate housing for rent or homeownership by low to moderate-income individuals
  • Emergency Shelter Grants (ESG) program are used to increase the number and quality of housing facilities for homeless individuals and families, as well as operate the facilities and provide essential services to the homeless
  • For a total program of $ 4,552,181
    -Federal Revenue: $ 4,192,017
         -CDBG - $ 2,400,096
         -HOME - $1,694,382
         -ESG - $97,539
    -County Match (In-Kind): $ 360,164
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

B.  Land Use & Environment

Water Resources

Full Faith & Credit for Allen Creek Sylvan Ave Drain Project

  • To pledge the County’s limited Full Faith & Credit for payment of bonds
  • For the Allen Creek Sylvan Avenue Stormwater BMPs Project
  • In an amount not to exceed $405,000
  • To construct a porous asphalt roadway
  • Bonds will be retired through special assessments on the City of Ann Arbor and the State of Michigan
