ETCS

  1. Employment Services (Application)
  • Ratifying the signature of the Chair of the Board on the plan
  • To the Michigan Department of Energy, Labor and Economic Growth
  • For the period of 7/1/09 – 6/30/10
  • To provide job seekers with a variety of labor exchange services including job search assistance, assessment, job referral, and job placement services
  • To serve 9,000 job seekers
  • For a total program of $498,065
    -Federal Revenue: $498,065
    -County Match: $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

  1. Reemployment Services (Plan)
  • Ratifying the signature of the Chair of the Board on the plan
  • To the Michigan Department of Energy, Labor and Economic Growth
  • For the period of 7/1/09 – 9/30/10
  • To provide job search assistance, assessment, job referral, and job placement services to Unemployment Insurance claimants
  • To serve 5,400 people currently receiving Unemployment benefits
  • For a total program of $300,000
    -Federal Revenue: $300,000
    -County Match: $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget

B.  Public Safety & Justice

1.         Sheriff

Jail Expansion Staffing Recommendation

  • To adequately staff the Washtenaw County Jail expansion in order to provide a safe facility for staff and those who are incarcerated
  • Creating 39.0 FTE positions, to be hired through a tiered timeline
  • Creating 4.0 FTE Sergeants
    Group COAM Grade 62A
    Salary Range $62,886 - $69,042
  • Creating 19.0 FTE Corrections Officers
    Group POAM Non 312 Grade 56
    Salary Range $35,007 - $55,414
  • Creating 16.0 FTE Community Service Officers
    Group POAM Non 312 Grade 55B
    Salary Range $30,603 - $41,529
  • $1.2M allocated in a jail overcrowding reserve with an additional $1.2M in the 2010/11 budget to cover increase staffing and operating costs
  • Authorizing the Administrator to amend the 2010/11 budget for Sheriff - Corrections and to reserve 2010 savings for 2011 use

2.    Trial Court – Juvenile Division

a.             Annual Juvenile Accountability Block Grant (JABG) (Application)

  • Ratifying the electronic submission of the application
  • To the Michigan Department of Human Services
  • For the period of 4/1/10 - 3/31/11
  • To assist youth under the jurisdiction of the court through a curriculum for youth adjudicated on domestic violence charges as well as group programming for youth on Intensive Probation
  • For a total program of $25,414
    -Federal Revenue: $22,873
    -County Match: $2,541
  • Total budget includes indirect costs in the amount of $1,270
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

b.             Juvenile Drug Court Grant – Expand Substance Abuse Treatment (Application)

  • Ratifying the County Administrators signature and the electronic submission of the application  
  • To the US Department of Health and Human Services
  • For the period of 10/1/10 - 9/30/13
  • To provide training and coaching for providers on state of the art, treatment methods for adolescents
  • To provide professional development for the Juvenile Drug Court on research –based substance abuse prevention/intervention
  • For a total program of $975,000
    -Federal Revenue: $975,000
    -County Match: $0
  • Indirect costs are not eligible under this grant
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

C.  Human Services

Head Start

Head Start Cost of Living Adjustment (COLA) Grant (Application)

  • Authorizing the signature of the Chair of the Board on the application
  • To the U.S. Department of Health and Human Services
  • For the period of 8/1/10 – 7/31/10
  • To offset permanent salary increases for Head Start staff at the Grantee and Delegate sites
  • For a total program of $79,539
    -Federal Revenue: $63,631
    -Match (In-Kind): $15,908
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
