1.    Public Health

Genesee County Racial & Ethnic Approaches to Community Health (REACH) Grant (Application) (Agreement)

  • Ratifying the electronic submission
  • To the Genesee County Health Department
  • For the period of 4/1/10 – 3/31/11
  • To reduce disparity in infant mortality rates through developing an awareness and outreach campaign targeted at African American women aged 15-30 in the Ypsilanti area
  • For a total program of $ 27,390
    -Federal Revenue: $ 27,390
    -County Match: $0
  • Indirect costs of $2,490 are included in this budget, but will not increase the Public Health CAP charges
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

2.    Community Support & Treatment Services

U.S. Soccer Foundation Grant (Application) (Agreement)

  • Ratifying the electronic submission
  • To the U.S. Soccer Foundation
  • For the period of 4/1/10 – 3/31/11
  • To purchase a synthetic mini-soccer field for the Street Soccer Project Outreach Team
  • To be located on donated land from the Wide World of Soccer in Ann Arbor
  • For a total program of $ 16,000
    -Product Credits: $ 16,000
    -County Match: $0
  • Indirect costs are not allowed in this grant.
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts/leases

B.  Economic Development

1.    ETCS

  1. Michigan Works! System Plan (Plan Document)
  • Ratifying the signature of the Chair of the Board on the plan
  • To the Michigan Department of Energy, Labor, and Economic Growth
  • For the period of 1/1/10-12/31/10
  • To be eligible to receive state and federal pass-through funding to operate programs at the Washtenaw County Michigan Works! Service Center
  • For the delivery of services to employment  training customers throughout Washtenaw County

RECOMMENDATION: Approval

  1. Workforce Investment Act (WIA) Performance Incentive Grant (Grant Document)
  • Ratifying the signature of the Chair of the Board on the plan
  • To the Michigan Department of Energy, Labor and Economic Growth
  • For the period of 10/1/09 – 9/30/10
  • To provide additional resources to participants in eligible WIA activities
  • For meeting/exceeding all 17 performance standards for FY 2008 WIA programs
  • For a total program of $43,131
    -Federal Revenue: $43,131
    -County Match: $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

2.    Economic Development & Energy

Membership in Southeast Michigan Regional Energy Office

  • Authorizing the County Administrator to sign a participation agreement
  • With the Michigan Suburbs Alliance
  • To join the Southeast Michigan Regional Energy Office
  • Approving a $76,690 Membership fee to be paid out of the Energy Efficiency and Conservation Block Grant

C.  Children’s Well-Being

Head Start

Annual Head Start Program (Executive Order) (Employee Compensation)

  • Authorizing the signature of the Chair of the Board on the application
  • To the U.S. Department of Health and Human Services
  • For the period of 8/1/10 – 7/31/11
  • To provide pre-school services to 561 children between the ages of 3 and 5 and their families
  • Head Start is a comprehensive, two-generational child development program geared towards breaking the cycle of poverty through educational, health, nutrition, social, emotional, and cognitive services
  • For a total program of $ 4,643,919
    -Federal Revenue: $ 3,740,835 ($3,612,335 Head Start; $128,500 USDA Reimbursement)
    -County Match (Cash): $528,048
    -Local Match (In-Kind): $375,036
  • This grant application includes $167,974 for the Cost Allocation Plan
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

D.  Civic Infrastructure

Treasurer

Dissolve Land Bank Authority

  • Requesting that the County Treasurer send notice of withdrawal from Intergovernmental Agreement to the State of Michigan Land Bank Fast Track Authority to begin dissolution of  the Washtenaw County Land Bank Authority
