Public Health

  1. Public Health Plan of Organization (Supplemental Documents)
  • Approving the submission of the Public Health Department Plan of Organization
  • To the Michigan Department of Community Health
  • In compliance with the Michigan Public Health Accreditation program requirements
  • To outline legal responsibilities and authority, organizational structure, mission statement, efforts around planning, service delivery, reporting and evaluation, and procedure for appointing and approving the Health Officer and Medical Director
  • Authorizing the Chair of the Board to sign the Plan of Organization Approval Form

RECOMMENDATION: Approval

  1. Refugee Health Program
  • Approving the fees, procedures and budget for the Refugee Health Screening Program
  • To seek reimbursement from the Michigan Department of Community Health Office of Refugee Services for the costs of health screenings for the 50-100 refugees arriving to Washtenaw County annually
  • For a total program of $ 7,800
    -State Revenue: $ 7,800
    -County Match: $0
  • Indirect costs are not included in this budget.
  • Authorizing the County Administrator to sign the contract with the Michigan Department of Community Health

B.  Economic Development

1.    Community Development

Create 1.0 FTE Position

  • Creating a 1.0 FTE Management Analyst I/II
  • Group 32, Grade 27/29
  • Salary Range: $36,820 - $62,262
  • To manage the regulatory and technical demands of the Neighborhood Stabilization Program (NSP) including assisting the Housing Manager with land bank activities and working with non-profit housing developers
  • This position will be entirely funded through Community Development’s NSP grant and will have no impact on the current County GF appropriation to Community Development
  • Continuation of the FTE past the exhaustion of NSP funds is contingent upon the availability of additional funding

2.    ETCS

  1. Community Services Block Grant (CSBG) (Supplemental Documents)
  • Ratifying the signature of the County Administrator on the application
  • To the Michigan Department of Human Services
  • For the period of 10/1/09 – 9/30/10
  • To be used for programmatic and administrative delivery of services to individuals whose annual family income is at or below 125% of the poverty level by supplementing other Community Services programs provided by ETCS
  • For a total program of $837,145
    -Federal Revenue: $597,568
    -County Match: $239,577
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval


  1. Food Assistance Employment & Training (Supplemental Documents)
  • Ratifying the signature of the Chair of the Board on the plan
  • To the Michigan Department of Energy, Labor and Economic Growth
  • For the period of 10/1/09 – 9/30/10
  • To provide job training and employment services to people ages 18-49 who are currently receiving food assistance
  • To serve approximately 90 people
  • For a total program of $97,781
    -Federal Revenue: $97,781
    -County Match: $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
    -Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

  1. Jobs, Education, and Training (JET) Plan (Supplemental Documents)
  • Ratifying the signature of the Chair of the Board on the application
  • To the Michigan Department of Energy, Labor and Economic Growth
  • For the period of 10/1/09 – 9/30/10
  • To provide jobs, education, training opportunities, and supportive services to help welfare applicants/recipients and other at-risk workers achieve self-sufficiency and meet the workforce and skill needs of Michigan’s businesses
  • To serve approximately 1,950 people
  • For a total program of $1,553,839
    -Federal Revenue: $1,260,070
    -State Revenue: $293,769
    -County Match: $0
  • Indirect costs are not included in this budget

Delinquent Tax Borrowing

  • Issues the 2010 General Obligation Limited Tax Notes
  • For the 2009 delinquent taxes
  • In an amount not to exceed $50 million

D.  Land Use & Environment

Water Resources Commissioner

Bond Refunding for Sylvan Township Water and Wastewater Systems

 Authorizing the sale of $10.4 million of refunding bonds

  •  To  restructure the debt incurred for the construction of Sylvan Township water and wastewater systems resulting in reduced annual debt service payments, and overall savings of $485,000 over the life of the bond
  •  Providing continuing disclosure on the bond refunding

RECOMMENDATION: Approval at Board
