  1. American Recovery and Reinvestment Act (ARRA) Regional Economic Impact Workforce Investment Act (WIA) National Emergency Grant (Budget Summary)
  • Ratifying the signature of the Chair of the Board on the submission
  • To the Michigan Department of Energy, Labor, and Economic Growth
  • For the period of 10/1/09 – 9/30/10
  • To temporarily expand service capacity of the Dislocated Worker program
  • To serve an additional 200 eligible participants with job search, training and occupational needs
  • Indirect costs are not included in this budget
  • Upon receipt of the award:

      -Authorizing the Administrator to sign the notice of grant award
      -Authorizing the Administrator to approve the budget
      -Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

  1. Workforce Investment Act (WIA) Incumbent Worker Training (WIA IWT Plan) (Timeline)
  • Ratifying the signature of the Chair of the Board of Commissioners on the plan
  • To the Michigan Department of Energy, Labor, and Economic Growth
  • For the period of 7/1/09 – 6/30/10
  • To provide Washtenaw County employers with training services to upgrade existing employee skills and remain globally competitive
  • To serve 5-10 healthcare, hospitality, technology, green, construction, and film employers
  • For a total program of $144,659

      -Federal Revenue: $144,659
      -County Match: $0

  • Indirect costs are not included in this budget
  • Upon receipt of the award:

      -Authorizing the Administrator to sign the notice of grant award

   c.     Michigan Public Service Commission (MPSC) Energy Assistance  Program (Application)

  • Ratifying the signature of the County Administrator on the contract
  • To the Michigan Community Action Agency
  • For the period of 10/1/09 – 7/31/10
  • To provide assistance to low-income households in paying their home energy bills including meted fuels, electricity and deliverable fuels
  • To assist 195 income-eligible families
  • For a total program of $110,731
    -Federal Revenue: $110,731
    -County Match: $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget

   d.    Foster Grandparents - Federal (Application)

  • Ratifying the signature of the County Administrator on the application
  • To the Corporation for National and Community Service
  • For the period of 1/1/10-12/31/10
  • To provide opportunities for persons age 55 and over with limited incomes to engage in our community through volunteer work with kids with special needs
  • To support 64 volunteers at over 25 sites
  • For a total program of $442,619
    -Federal Revenue: $295,623
    -State Revenue: $9,594
    -CSBG Transfer: $59,218
    -In-Kind: $18,035
    -County Match (Cash): $60,149

Dissolution of the Washtenaw County Planning Advisory Board

  • To dissolve the Washtenaw County Planning Advisory Board and remove reference from all applicable ordinances and policies and clarify that Washtenaw County does not have a Planning Advisory Board

B.  Land Use & Environment

Water Resources

Total Maximum Load Monitoring and Planning in the Middle Huron River Watershed (Application)

  • Ratifying the signature of the County Administrator on the application
  • To the Michigan Department of Environmental Quality
  • For the period of 2/15/10 – 9/30/11
  • To improve and consolidate the watershed’s stormwater systems and outfall maps
  • To develop a monitoring plan
  • To identify “hot spots” to target water quality improvement efforts
  • For a total program of $172,903
    -State Revenue: $134,756
    -County Match (In-Kind): $38,147
    -County Match (Cash): $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award

Environmental Health

Green Options Initiative (Application)

Ratifying the signature of the County Administrator on the application

To the Environmental Protection Agency (EPA)

For the period of 7/1/10 – 6/30/11

To provide environmental education to people at risk of exposure to toxic materials who need an alternative to text-based educational methods through videos and podcasts

For a total program of $30,240
-Federal Revenue: $22,132
-County Match (In-Kind): $8,107
-County Match (Cash): $0

Indirect costs are not included in this budget

Fee for Notarizing Documents

  • To establish a $10 fee for notarizing documents that are not ultimately filed with the County Clerk/Register of Deeds Elections & Administration Division
  • To collect approximately $1,000 in fees annually

E.  Public Safety & Justice

Trial Court - Juvenile

Michigan Supreme Court – Michigan Drug Court Grant Program Award Revision (Budget Summary)

  • To promote positive behavior and reduce drug and alcohol use in youths through the Juvenile Drug Court
  • To support juvenile drug court across the state, Washtenaw County was awarded $40,000 as compared with the $115,100 application
  • For a total program of $40,000
    -State Revenue: $40,000
    -County Match: $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the notice of grant award
    -Authorizing the Administrator to approve the budget
