Sheriff
Amending the Scio Township Police Services Contract
- Authorizing the County Administrator to amend the Scio Township Police Services contract
- Beginning January 1, 2010
- To increase the number of Scio Township contract deputies from five to eight
- Due to other police services contract reductions, current FTE can be realigned to fill this contract increase, no positions will be created
- Upon amendment of the contract:
- Authorizing the Administrator to sign delegate contracts

B. Economic Development
1. ETCS
- Ratifying the signature of the County Administrator on the application
- To the Michigan Community Action Agency Association
- For the period of 7/1/09 – 4/30/11
- To provide field education, enrollment assistance and outreach services to County residents who are eligible for State supported health insurance for 130 individuals
- For a total program of $24,787
- Project Revenue: $24,787
- County Match: $0
- Indirect costs are not included in this budget
- Upon receipt of the award:
- Authorizing the Administrator to sign the notice of grant award
- Authorizing the Administrator to approve the budget

C. Land Use & Environment
1. Water Resources
a. Allen Creek Drain - Stadium Boulevard Storm Water Controls Project - Full Faith & Credit
- To pledge Washtenaw County’s Full Faith and Credit for payment of bonds not to exceed $3,665,000 for the Allen Creek Stadium Boulevard Suffolk to Hutchins Drain Project
- To complete phase 2 of the Allen Creek Initiative by increasing stormwater retention and control measures
- Bonds will be retired through special assessments against the city of Ann Arbor and the state of Michigan
RECOMMENDATION: Approval at the Board
b. Allen Creek Drain – West Park Storm Waters Controls Project - Full Faith & Credit
- To pledge Washtenaw County’s Full Faith and Credit for payment of bonds not to exceed $3,540,000 for the Allen Creek West Park Drain Project
- To build stormwater control measures throughout West Park
- Bonds will be retired through special assessments against the city of Ann Arbor and the state of Michigan

c. 2010 Remonumentation (Application)
- Authorizing the County Administrator to sign the application
- To the Michigan Department of Energy, Labor, and Economic Growth
- For the period of 1/1/10 – 12/31/10
- To implement the Revised Plan for Remonumentation on Monumentation of Public Land Survey as approved in 1992 by the Board of Commissioners
- To research and monument 62 corners within local jurisdictions, contributing to the accuracy of the Geographic Information System (GIS) base
- In 2009, the County was awarded $ 104,699 for survey and remonumentation to research and monument 75 corners
- For a total program of $100,664
- State Revenue: $100,664
- County Match: $0

Human Resources

- The timeframe is a two-year period, January 1, 2010 through December 31, 2011

E. Economic Development
Office of Community Development
- 2010/2011 Children's Well Being & Human Services Funding Awards Cover Memo/Resolution Recommended Allocations Spreadsheet Presentation
- Approve the awards based on the funding recommendations from the Board-appointed Funding Review Committee.
- Funding Allocations totaling $1,015,000 to a total of twenty four (24) local non profit human services agencies for thirty three (33) programs for FY2010
- $507,500 for the first six months of FY2011 and the remainder of $507,500 will be reserved for the FY2011 Integrated Funding Process administered by the Office of Community Development
- An allocation of $46,667 for the total $1,015,000 in Children's Well-Being and Human Services funding to six local non profit agencies for the provision of seven new innovative programs.

F. Office of the Administrator
Ypsilanti Township Contract Reduction of 7 Deputies
- Amend the existing police services contract between Ypsilanti Township, Washtenaw County and the Washtenaw County Sheriff by reducing the number of contract deputies by seven from 38 to 31 deputies
- Effective January 1, 2010
RECOMMENDATION: Approval at a Special Meeting of the Board of Commissioners on Monday, December 2, 2009 at 5:30 pm
