United States Environmental Protection Agency (USEPA) Brownfields Community-wide Hazardous Substances and Petroleum Assessment Grant (Proposal)
- Ratifying the signature of the County Administrator on the application to the United States Environmental Protection Agency
- To the United States Environmental Protection Agency
- For the period of 1/1/10 to 9/30/13
- To provide funding to local municipalities and private developers to undertake assessment activities
- Priority consideration will be given to applications with imminent redevelopment potential, potential threats to human health or the environment, long-term development potential pursuant to local unit master plans, and the support of parks, green space, and trail development
- For a total program of $300,000
-Federal Revenue: $300,000
-County Match: $0
- Indirect costs are not included in this budget
- Upon receipt of the award:
-Authorizing the Administrator to sign the notice of grant award
-Authorizing the Administrator to approve the budget
-Authorizing the Administrator to sign delegate contracts
RECOMMENDATION: Approval
2. Community Development
Supportive Housing
-
To appropriate $250,000 from funding reserved for supportive housing services in the fiscal year 2009 budget
-
To leverage additional funding commitments of approximately $500,000 already made by a wide array of private and public donors for the next two years
-
$175,000 devoted to emergency response to the increasing incidence of homelessness in Washtenaw County
-
Administered by Office of Community Development through contracts with local nonprofit agencies, such as The Shelter Association, IHN, SOS and the Ozone House

Recommendation of Policy for Adding Contract Deputies
- To approve policy for local jurisdictions to add contract deputies
RECOMMENDATION: Approval

- To adopt the 2009 Apportionment report

D. Administrator
a. Accommodations Tax Agreements with Ann Arbor Convention and Visitors Bureau and Ypsilanti Convention and Visitors Bureau (Ann Arbor CVB Contract) (Ypsilanti CVB Contract)
- To authorize the County Administrator to sign the Management Agreements with the Ann Arbor Area Convention and Visitors Bureau and the Ypsilanti Area Convention and Visitors Bureau
- For the period of 1/1/10 through 12/31/14
- Current five- year contracts expire 12/31/09
- County’s share of the accommodation tax is increased from 5% to 10%
- The proposed action will have no impact on indirect costs
RECOMMENDATION: Approval
b. Eliminate Commissioner MPPP Employer Contribution
- Approving the elimination of employer MPPP 7.5% contribution for County Commissioners
- Effective 1/1/2011
