Emergency Management Performance Grant (Budget)

Agreement)
- Ratifying the signature of the Chair of the Board and the County
Administrator on the Work and Budget Agreement
- To the Michigan State Police, Emergency Management and Homeland
Security Division
- For the period of 10/1/09 to 9/30/10
- For pass-through funding from the Federal Emergency Management
Agency (FEMA) to support County Emergency Management operations
- In the amount up to $73,845 or 50% of eligible
expenses
- No match is required. Eligible expenses are salary and fringes
for the Emergency Management Director

Destruction response equipment, enhance emergency planning and
coordination, improve disaster exercise design and participation, and for

- Specifying a number of adjustments to wages and other benefit

- Eliminating four (4) 1.0 FTE Dispatch Operations Supervisor
positions:
-Grade 61, Group 17
-Salary Range: $60,841 - $64,673
- Creating two (2) 1.0 FTE Communications Operator position:
-Grade 56, Group 16
-Salary Range: $34,246 - $53,615
- Creating a 1.0 FTE Emergency Planning Coordinator position:

- Creating a 1.0 FTE Dispatch Operations Coordinator

Weatherization Assistance and Client Education Program (Agreement)
- Ratifying the signature of the County Administrator on the
application
- To the Michigan Department of Human Services
- For the period of 11/1/09 to 9/30/10
- To complete weatherization energy savings improvements on 55
residential units
- To conduct 6 energy saving education classes reaching 170
people
- In 08/09 DHS MPSC Weatherization served 45 households and
conducted 5 energy education classes for a total program of
$182,750.
- For a total program of $222,773

Emergency Food Assistance Partnership (TEFAP) (Agreement)

agreement
- To the Michigan Department of Education
- For the period of 10/1/08 - 9/30/09
- To supplement the diets of low-income people in need through
emergency food and nutrition assistance at no cost
- To serve 1,985 households per quarterly distribution through
partnership with the Food Gatherers
- Eligible persons have an income of 130% of the Federal Poverty
level if younger than age 60, and 160% of the Federal Poverty line for
persons age 60 and older
- In 07/08 ETCS served 2,500 households with $15,512
- For a total program of $ 39,693
-State Revenue: $ 39,693
-County Match: $0
- Indirect costs are not included in this budget

-Authorizing the Administrator to sign the notice of grant
