Application) ( DHS From 2091)
- Ratifying the Chair of the Board and the County
Administrator's signature on the 2091 summary budget form
- To the Michigan State Department of Human Services, Bureau of
Juvenile Justice
- For the period of 10/1/2009 to 9/30/2010
- To continue a collaborative effort between State and County
governments
- To provide 50% reimbursement for eligible expenses, which
include funding for programs that serve neglected, abused and
delinquent youth in Michigan
- For expenses that are made locally and submitted to the State
for reimbursement on a monthly basis
- For 50% reimbursement on estimated expenditures of $9,005,831
for State funding of $4,502,916
- For 100% reimbursement on pre-adoptive care estimated
expenditures of $5,696
- Indirect costs of $970,977 included above are eligible for
50% reimbursement
- For a total estimated reimbursement of $4,508,611
- Anticipated expenditures and reimbursements are aligned with
the Countys 2010 adopted budget

Detail)
- Ratifying the County Administrator's signature on the
application
- To the Area Agency on Aging 1-B
- For the period of October 1, 2009 to September 30,
2010
- To provide hot, nutritious, noonday meals and recreational
programming for 350 persons age sixty and older at 19 sites
- To provide meals to 450 eligible homebound persons age sixty
and older through the home-delivered meals program
- In 2008, this program served a total of 189,874 meals last
year, of which 57,760 were at the congregate sites and 132,114 were
home-delivered meals with a budget of $1,143,083
- For a total program of: $61,018
-Federal Allocation: $ 43,088
-Program Revenue: $ 1,750
-USDA Reimbursement: $8,088
-In-Kind Match $ 8,092
-County Match: $ 0
- Indirect costs are not included in the budget
- Upon receipt of the award:

2. Low Income Home Energy Assistance
Program ( Amendment)
- Ratifying the County Administrator's signature on the
amendment to the agreement
- With the Michigan Department of Human Services
- For the period of May 24, 2009 to September 30,
2010
- The Michigan Department of Human Services has increased the
original allocation of $64,500 by $129,000 for a total program of
$193,500 for the LIHEAP Program.
- To perform additional energy saving measures on 70
Weatherization homes determined through home energy audits, which may
include replacing roofs if deemed appropriate for both home owners and
renters (with landlord approval)
- In FY 2008, ETCS provided services to 29 houses with a budget
of $75,250
- Eligible participants must have an income at or below 200% of
the federal poverty level.
- For a revised total program of: $193,500
-Federal Revenue: $ 193,500
-County Match: $ 0
- Indirect costs are not included in the budget
- Upon receipt of the award:

C. Land Use & Environment
Water Resources Commissioner
Wing Drain Project - Full
Faith & Credit ( Order of
Issuance)
- To pledge Washtenaw County's Full Faith and Credit for
payment of bonds not to exceed $525,000 for the Wing Drain
Project
- To alleviate flooding concerns by replacing pipes, regarding
open channels, and adding additional pipe to the storm
sewers
- The Water Resources Commissioner was petitioned by property
owners within the Wing Drain District to make improvements to the
drain
- Bonds will be retired through special assessments against
Scio Township, Washtenaw County, and Property Owners within the Wing
District
RECOMMENDATION: Approval
D. Veteran Affairs
Veteran Relief
Millage
- To approve an Indigent Veterans' Relief Millage of 1/40th of
a mill to pay for indigent veterans relief pursuant to MCLA
35.21
- To be levied in December 2009 for use in calendar year
2010
- Will generate approximately $393,616 to pay for indigent care
in calendar year 2010
- Proceeds of the millage to be placed into a separate account
specifically for indigent veterans services
- Monies collected from the millage may only be used to provide
for indigent veterans relief and may not be used to fund the general
expenses of Veterans Services
RECOMMENDATION: Approval
E. Administration
Governmental Consultant Services,
Inc. (GCSI) ( Contract)
- Authorize the Administrator to approve a new contract to
contractually retain GCSI for another two-year period from November 1,
2009 through October 31, 2011 to assist the County on increasingly
important State and local level issues
- GCSI has agreed to a cut of approximately 10% (from $5,000.00
per month to $4,512.50 per month) in its compensation under the
proposed new contract
- This amount is accounted for in the 2010-2011
budget
RECOMMENDATION: Approval
Act 88
- To approve a tax millage of 0.0400 of a mill pursuant to
Public Act 88 of 1913 (MCLA 46.161) to promote the Agricultural,
Industrial and Tourist Advantages of Washtenaw County
- If approved, would generate $603,000 to allocated as
follows:
- $200,000 for the economic activities provided by Ann Arbor
SPARK and $50,000 for SPARK East
- $100,000 for the economic development activities of Eastern
Leaders Group
- $137,000 to fund the activities of the Department of Economic
Development and Energy
- $15,000 for the Washtenaw MSUE Agricultural
Innovation Counselor
- $27,000 for Horticulture programming for the Washtenaw MSUE
Horticulture Educator
- $60,000 for 4-H activities including allocation to the
Washtenaw Farm Council for operating the Washtenaw County 4-H Youth
Show & 4-H agricultural programming for the 4-H Extension
Educator
- $15,000 to support the work of the Food System Economic
Partnership (FSEP)
