A. Health Community of Interest

Public Health

1. 2009-10 Paul Coverdell Forensic Science Improvement Grant (Support Document)

• Ratifying the electronic submission of a grant application
  - To the United States Department of Justice
  - For the period of October 1, 2009 through September 30, 2010
• To continue to strengthen the Medical Examiner Program in collaboration with the University of Michigan Health System- Pathology Department through continuous improvement efforts
• To improve medicolegal investigations locally and to continue to advance the goal of developing a regional death investigative system and achieving National Association of Medical Examiners (NAME) accreditation
• Funding will be used for equipment upgrades and enhanced training opportunities for Medical Examiner Program staff in Washtenaw County and nationwide
• This is the second year applying for this grant. Last year's grant award was for $94,582.
• For a total program of $82,682
  - Federal Revenue: $82,682
  - County Match: $0
• Indirect costs of $7,516 are included in this grant
• Upon receipt of the award:

2. National Association of County & City Health Officials (NACCHO) Grant Application (Support Document)

• Ratifying the signature of the Administrator on a grant application
   - To the National Association of County & City Health Officials (NACCHO)
   - For the period of October 1, 2009 through September 29, 2010
• To develop, refine, and disseminate a resource kit for local health organizations and process for developing a community-based network of closed points of dispensing (PODS) with the capacity to serve vulnerable population groups appropriately and maximize the availability of limited public health resources during a health emergency
• In collaboration with the Michigan Office of Public Health Preparedness, the University of Michigan Center for Public Health Preparedness, local health departments in Michigan including (Monroe County Public Health Department), and numerous local organizations
• For a total program of $466,489
   - Federal Revenue: $466,489
   - County Match: $0
• Creating a 1.0 FTE grant status Health Educator position:
   -Grade 20/22, Group 11
   -Salary Range: $37,464 - $52,355
• Creating a 1.0 FTE grant status Sanitarian position:
  -Grade 22/25, Group 11
  -Salary Range: $40,253 - $58,855
• No increase in GF Appropriation will be needed to support personnel cost increases in the future
• Indirect costs of $59,431 are included in this grant

Head Start

2009-10 Head Start One-Time Improvement Grant (Support Document)

• Authorizing the signature of the Chair of the Board on the grant application
• To the United States Department of Health and Human Services
• For the period of August 1, 2009 through July 31, 2010
• To provide funding to meet grantee needs for non-predictable or non-recurring items 
  - To modify Whitmore Lake site with new equipment to meet standards for preschoolers
  - To modify Willow Run playground to meet the needs of preschoolers
  - To replace/add equipment needed at the Ypsilanti site
  - To provide dental equipment to the HOPE clinic for increased services to Head Start children
• For a total program of $155,332
  - Federal Revenue: $124,265
  - In-Kind Contributions: $31,067
  - County Match: $0
• Indirect costs are not included in this grant

C. Economic Development Community of Interest

ETCS

1. Weatherization Low Income Home Energy Assistance Program (Support Document)

• Ratifying the signature of the Administrator on the plan agreement
• To the Michigan Department of Human Services
• For the period of May 24, 2009 through September 30, 2010
• To provide home energy audits to 25 units beginning in August 2009
• Eligible residents have a family income at or below 200% of federal poverty level ($44,100 for a family of four), and can be renters or homeowners
• In 2008, ETCS assisted 28 households with $75,250, representing a decrease of $10,750
• For a total program of $64,500
  - Federal Revenue: $64,500
  - County Match: $0
• Indirect costs are not included in this grant
• Upon receipt of the award:
  - Authorizing the Administrator to sign the notice of grant award
  - Authorizing the Administrator to approve the budget

2. Foster Grandparent - State (Support Document)

• Ratifying the signature of the Administrator on the grant agreement
• To the Michigan office of Services to the Aging
• For the Multi-Year Plan period of Oct 1, 2009 through Sept 30, 2012
• For Annual Funding Agreement period of October 1, 2009 through Sept 30, 2010
• To provide opportunities for persons at age 60 or over, who have limited income, to volunteer working with children with special needs
• The volunteer receives a stipend, transportation to and from the volunteer site, one meal per day, and an annual physical exam
• For a total program of $10,664
  - State Revenue: $9,594
  - In-Kind Contributions: $1,070
  - County Match: $0
• Indirect costs are not included in this grant
• Upon receipt of the award:

1. Prosecuting Attorney

Annual 2010 Cooperative Reimbursement Program (Support Document)

• Ratifying the signature of the Administrator on the grant application
• To the Michigan Department of Human Services
• For the period of October 1, 2009 through September 30, 2010
• To provide partial cost reimbursement for Prosecuting Attorney expenses as they relate to prosecuting paternity and/or non-payment of child support cases
• For a total program of $681,000
  - State Revenue: $449,460
  - County Match: $231,540 (in line with County's 2009 budget)
• Indirect costs: $86,427
• Upon receipt of the award:
  - Authorizing the Administrator to sign the notice of grant award
  - Authorizing the Administrator to amend the budget

2. Trial Court - Friend of the Court

Annual 2010 Cooperative Reimbursement Program (Support Document)

• Ratifying the signature of the Administrator on the grant application
• To the Michigan Department of Human Services
• For the period of October 1, 2009 through September 30, 2010
• To provide services to residents who are seeking to establish paternity and/or child support orders
• For a total program of $6,046,214
  - State Revenue: $3,969,161
  - Fees & Service Revenue: $32,334
  - County Match: $2,044,719 (includes $318,000 of Federal Incentives, in line with County's 2009 budget)
• Indirect costs: $630,153
• Upon receipt of the award:

3. Community Corrections

Community Corrections Advisory Board Grant (Support Document)

• Ratifying the electronic submission of the grant application
• To the Michigan State Department of Corrections
• For the period of October 1, 2009 through September 30, 2010
• To continue offering diversion and alternative sentencing options to the Washtenaw County Trial Court such as pre-trial services, drug testing, electronic monitoring and social education
• Current vacant Deputy Director position will be eliminated and have hired additional part time position to help with the increase in program usage
• For a total program of $889,292
  - State Revenue: $395,276
  - Program Generated Revenue: $293,301
  - County Match: $200,715 (in line with County's 2009 budget)
• Requesting indirect costs to be waived as in previous years

E. Civic Infrastructure

Office of the County Treasurer

Washtenaw County Land Bank Authority (Interlocal Agreement)

• To establish a Washtenaw Land Bank Authority is an Intergovernmental Agreement between the County Treasurer as the Foreclosing Governmental Unit (FGU) and the State of Michigan's Land Bank Fast Track Authority
• To allow the Land Bank Authority the option to operate using County resources by reimbursing the County General Fund from Land Bank Authority funds
• To acquire properties in order to return them to their highest productive use

F. Office of the Administrator

1. 2010-11 Budget Reduction

• Approving a reduction for the 2010-11 Administration budget

2. Transfer Oversight of Emergency Management to the Sheriff's Office

• Oversight of Emergency Management functions by the Sheriff will ensure a shared strategic vision for the Emergency Preparedness Community of Interest
