A. Childrens Well-Being Community of Interest

Head Start

1. Cost of Living Adjustment (COLA) and Quality Improvement (QI) Grants (Application)

• Authorizing the signature of the Chair of the Board on the grant application

-To the United States Department of Health & Human Services

-For the period of August 1, 2009 through July 31, 2010

• To leverage federal funds available under the American Recovery and Reinvestment Act (ARRA) plus a separate appropriation increase approved for Head Start programs in the 2009-10 federal fiscal year

• For a total program of $ 476,835

• Federal Revenue: $381,468 (AARA COLA = $63,631; AARA QI = $212,017; Permanent COLA = $105,820)

• County Match: $51,892 (in kind contributions from Head Start parents)

• Other Match: $43,477 (Head Start delegate sites in local school districts)

• Indirect costs are not included in the budget

-AARA will provide one-time funding for COLA and quality improvements (QI) at the Grantee operated program and three Head Start delegates

-Fifty percent (50%) of the AARA Quality Improvement funds will be used to offset personnel costs; the remaining 50% will be used for facility and playground improvements

-The permanent COLA will reduce the level of general fund appropriation the County provides to offset personnel costs at the Grantee operated site beginning in the Countys 2010 fiscal year plus fund a portion of personnel costs at three Head Start delegates

• Upon receipt of the award:

• Authorizing the Administrator to sign the notice of grant award

• Authorizing the Administrator to amend the 2009-10 Head Start grant budget in alignment with the general fund appropriation budgeted for Head Start in the Countys 2010 fiscal year

• Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board

1. Dental Trade Alliance Foundation Grant (Application)

• Ratifying the signature of the Administrator on the grant application

-To the Dental Trade Alliance Foundation

-For the period of September 1, 2009 through August 31, 2010

• To assure continuation of Head Starts Oral Health Program goals by enhancing opportunities for Head Start parents to learn about oral health and access oral health services

-In collaboration with Hope Clinic in Ypsilanti, Success by Six, Washtenaw Literacy Coalition, Washtenaw Dental Hygienist Association, The Dental Spa Center, Ypsilanti Pediatric Center, University of Michigan Dental Clinic, Washtenaw General Dentist Clinic

• For a total program of $ 42,500

-Federal Revenue: $17,500 (budgeted in 2009-10 Head Start grant)

-Grant Revenue: $25,000

-County Match: $0

• Indirect costs are not included in the budget

• Upon receipt of the award:

-Authorizing the Administrator to sign the notice of grant award
-Amending the budget
-Authorizing the Administrator to sign delegate contracts

2. 2008-09 Varnish!- Michigan Grant (Agreement) (Supplemental Doc)

• Ratifying the signature of the Administrator on the grant application

-To the Michigan Department of Community Health (MDCH)

-For the period of October 1, 2008 through September 30, 2009

• To provide early intervention to prevent or reduce dental disease in Head Start children

-Volunteers who are members of the Washtenaw Dental Hygiene Association administer fluoride varnish to Head Start children twice a year

• For a total program of $15,000:

-State Revenue: $15,000

-County Match: $0

• Indirect costs are not included in the budget

-Accepting the grant award in the amount of $15,000

• Authorizing the Administrator to sign the grant agreement with MDCH, amend the budget, and sign delegate contracts

RECOMMENDATION: Approval at the Board

B. Economic Development Community of Interest

ETCS

Department of Energy (DOE) Supplemental Weatherization Assistance Program Agreement (Application)

• Ratifying the signature of the County Administrator on the agreement

-To the Michigan Department of Human Services (DHS)

-For the period of April 1, 2009 through March 31, 2010

• To provide 43 units with Weatherization services making homes and apartments more energy efficient, and educating consumers on how to continue the weatherization and improved energy efficiencies in their homes

-Eligible residents must have an income at or below 200% of the federal poverty or 60% of the state median income, which translates to less than $22,648 for a single person or $44,100 for a family of four

-In FY 2008, ETCS weatherized 106 units with $ 354,264

• For a total program of $ 350,836

Federal Revenue: $350,836

County Match: $0

• Indirect costs are not included in the budget

• Upon receipt of the award:

-Authorizing the Administrator to sign the notice of grant award
-Authorizing the Administrator to approve the budget
-Authorizing the Administrator to sign delegate contracts

C. Housing & Homelessness Community of Interest

Community Development

1. Washtenaw Urban County 2009 Annual Action Plan (Plan Document)

• Authorizing the signature of the Administrator on the plan

-To the U.S. Department of Housing and Urban Development (HUD)

-For the period of July 1, 2009 through August 31, 2009

• To provide the Updated Urban County CDBG and HOME Consolidated Strategy outlining priority areas for use of CDBG and HOME funds and to add the City of Ann Arbor to the Urban County membership

-The Annual Action Plan is for participation in the HOME Investment Partnership Program (HOME) and the Community Development Block Grant Program (CDBG)

-HOME is designed to build, buy, or rehabilitate housing for rent or homeownership by low to moderate-income individuals

-CDBG was established to meet the following HUD goals

-To benefit low and moderate income persons

-To aid in the prevention or elimination of slums or blight

-To meet community development needs that have particular urgency

• For a total program of $4,264,423:

-Federal Revenue: $ 3,906,188

-County Match (In-Kind): $358,235

• Indirect costs are not included in the budget

• Authorizing the Administrator to sign the Notice of Grant Award, approve the budget, and sign delegate contracts

RECOMMENDATION: Approval at the Board

1. Create 1.0 FTE Position (Job Description)

• Creating 1.0 FTE Management Analyst I/II

-Grade: 27/29

-Salary Range: $ 36,820 to $ 62,262

• To create a new grant funded Management Analyst position to assist with the implementation and execution of Neighborhood Stabilization Program (NSP) activities

-The position will be funded by the Administrative set-aside for the NSP grant from HUD

-No County General Fund dollars are requested for this position

RECOMMENDATION: Approval

1. HUD Foreclosed Homes (Application)

• Authorizing the signature of the County Administrator on the SAMS Form 1111
• To register Washtenaw County as a payee/buyer of HUD homes with Michaelson, Conner, & Boul (MCB) Incorporated
• To be able to purchase HUD foreclosed homes and then resell to non-profits, such as Habitat for Humanity, who will rehabilitate the home and sell to qualified homebuyers as part of the Neighborhood Stabilization Program

RECOMMENDATION: Approval at the Board
