Head Start
1. Cost of Living Adjustment (COLA) and Quality Improvement (QI) Grants (Application)
-To the United States Department of Health & Human Services
-For the period of August 1, 2009 through July 31, 2010
-AARA will provide one-time funding for COLA and quality improvements (QI) at the Grantee operated program and three Head Start delegates
-Fifty percent (50%) of the AARA Quality Improvement funds will be
used to offset personnel costs; the remaining 50% will be used for facility
and playground improvements
-The permanent COLA will reduce the level of general fund
appropriation the County provides to offset personnel costs at the Grantee
operated site beginning in the Countys 2010 fiscal year plus fund a portion
of personnel costs at three Head Start delegates

1. Dental Trade Alliance Foundation Grant (Application)
-To the Dental Trade Alliance Foundation
-For the period of September 1, 2009 through August 31, 2010
-In collaboration with Hope Clinic in Ypsilanti, Success by Six, Washtenaw Literacy Coalition, Washtenaw Dental Hygienist Association, The Dental Spa Center, Ypsilanti Pediatric Center, University of Michigan Dental Clinic, Washtenaw General Dentist Clinic
-Federal Revenue: $17,500 (budgeted in 2009-10 Head Start grant)
-Grant Revenue: $25,000
-County Match: $0
-Authorizing the Administrator to sign the notice of grant
award
-Amending the budget
-Authorizing the Administrator to sign delegate contracts

2. 2008-09 Varnish!- Michigan Grant (Agreement) (Supplemental Doc)
-To the Michigan Department of Community Health (MDCH)
-For the period of October 1, 2008 through September 30, 2009
-Volunteers who are members of the Washtenaw Dental Hygiene Association administer fluoride varnish to Head Start children twice a year
-State Revenue: $15,000
-County Match: $0
-Accepting the grant award in the amount of $15,000

Department of Energy (DOE) Supplemental Weatherization Assistance Program Agreement (Application)
-To the Michigan Department of Human Services (DHS)
-For the period of April 1, 2009 through March 31, 2010
-Eligible residents must have an income at or below 200% of the federal poverty or 60% of the state median income, which translates to less than $22,648 for a single person or $44,100 for a family of four
-In FY 2008, ETCS weatherized 106 units with $ 354,264

C. Housing & Homelessness Community of Interest
Community Development
1. Washtenaw Urban County 2009 Annual Action Plan (Plan Document)
-To the U.S. Department of Housing and Urban Development (HUD)
-For the period of July 1, 2009 through August 31, 2009
-The Annual Action Plan is for participation in the HOME Investment Partnership Program (HOME) and the Community Development Block Grant Program (CDBG)
-HOME is designed to build, buy, or rehabilitate housing for rent or homeownership by low to moderate-income individuals
-CDBG was established to meet the following HUD goals
-To benefit low and moderate income persons
-To aid in the prevention or elimination of slums or blight
-To meet community development needs that have particular urgency
-Federal Revenue: $ 3,906,188
-County Match (In-Kind): $358,235
RECOMMENDATION: Approval at the Board
1. Create 1.0 FTE Position (Job Description)
-Grade: 27/29
-Salary Range: $ 36,820 to $ 62,262
-The position will be funded by the Administrative set-aside for the NSP grant from HUD
-No County General Fund dollars are requested for this position
