ETCS

American Recovery and Reinvestment Act (ARRA) Weatherization Assistance Program

• Ratifying the County Administrator's signature on the agreement
  
  
• To the Michigan Department of Human Services
  
  
• For the period of: April 1, 2009 through March 31, 2012
  
  
• To provide outreach and intake, pre-inspection of homes, air leakage testing, health and safety evaluations, furnace assessments, refrigerator efficiency testing, post-inspection of the completed work and consumer education to residents of 611 units
  
  
• In FY 2008, ETCS served 106 units with $ 354,264
  
  
• Eligible residents must have an income at or below 200% of the federal poverty level
  
  
• For a total program of $ 4,186,462

-Federal Revenue: $ 4,186,462

-County Match: $ 0

• Indirect costs are not included in the budget

• Upon receipt of the award:

-Authorizing the Administrator to sign the notice of grant award

-Approving the budget

-Authorizing the Administrator to sign delegate contracts

Full Faith and Credit for Michigan Ave. East Central Area Drain Drainage District (Map)

• Approving the use of the County's Full Faith and Credit
  
  
• For the Michigan Ave. East Central Area Drain Drainage District
  
  
• In an amount not to exceed $1,720,000
  
  
• To establish a drainage district
  
  
• To restore a diverted intermitted stream channel and establish a stormwater storage pond to solve flooding problems in the vicinity of Michigan Ave and Crane Road
