- Ratifying the County Administrators signature on the application
To the Michigan Department of Human
Services
For the period of: February 1, 2009
through September 30, 2009
- To serve 26 households with non-metered fuels including Propane, Fuel Oil, Coal, Wood, Kerosene, and Heating Fuel pellets
- In FY 2006, ETCS served 26 households with $20,171
- Eligible households are those earning less than or equal to 60% of the Washtenaw County Median Income
- For a total program of $ 20,171
- State Revenue: $ 20,171
- County Match: $0
- Indirect costs are not included in the budget
- Upon receipt of the award:
- Authorizing the Administrator to sign the notice of grant award
- Approving the budget
- Authorizing the Administrator to sign delegate contracts
RECOMMENDATION: Approval
B. Childrens Well-Being Community of Interest
Head Start
- Authorizing the signature of the Chair of the Board on the application
- To the Department of Health and Human Services
- For the period of 8/1/09 7/31/10
- To provide pre-school services to 561 children between the ages of 3 and 5 and their families
- Head Start is a comprehensive, two-generational child development program geared towards breaking the cycle of poverty through educational, health, nutrition, social, emotional and cognitive services
Washtenaw County Head Start was named a Program of Excellence in 2008
- For a total program of $4,961,400:
- -Federal Revenue: $3,679,911 ($3,539,557 Head Start; $140,534 USDA)
- -Local Match: $1,281,489 ($867,565 cash; $413,924 in-kind contributions)
- The grant application includes $167,974 for the Cost Allocation Plan
- Upon receipt of the award:
- Authorizing the Administrator to sign the notice of grant award
- Approving the budget
- Authorizing the Administrator to sign delegate contracts
RECOMMENDATION: Approval
C. Support Services Community of Interest
Office of Strategic Planning
- To adopt an intergovernmental agreement creating the Aerotropolis Development Corporation (ADC)
- To accelerate job formation and revitalization through development of airport-related businesses in western Wayne and eastern Washtenaw counties
- To approve a $50,000 annual appropriation to be paid by ETCS
