o Funds must be committed to projects within 18 months of grant award

  • To create financing mechanisms for purchase/redevelopment of foreclosed homes

a. Ann Arbor Region Success Big Ideas Grant ( Application)

To the Ann Arbor Area Community Foundation

For the period of May 1, 2009 through April 30, 2011

  • To provide Project Management staff to support the Success Strategy Co-Chairs to implement the most important actions of the Ann Arbor Region Success strategy
  • To transition oversight of Success Strategy from Washtenaw County Office of Strategic Planning to another community organization
  • For a total program of $ 306,480
  • Local Revenue: $ 199,320
  • In-Kind Contributions: $ 107,160
  • Indirect costs are not included in the budget
  • Upon receipt of the award:
  • Authorizing the Administrator to sign the notice of grant award

To bring Brownfield Project Application Fees into line with processing costs and current best practices

a. 2008-2009 Workers Compensation Excess Insurance Coverage

Accepting an offer for excess insurance coverage

For Workers Disability Compensation Program

For the period of 2/1/09 1/31/2010

For a total amount of $52,218 (an increase of $5,914 in premium costs versus the 2008-09 period)

RECOMMENDATION: Approval at the Board

b. Shared Services Initiative

Authorizing the creation of a Washtenaw County policy

To govern the implementation of shared service arrangements with the local units of government and county agencies

This initiative aligns with the Governors focus on encouraging partnership and collaboration among local units of government and municipalities

RECOMMENDATION: Approval

3. Facilities Management

Vendor Pools for Construction/Renovation Services ( General Contractor) ( Electrical)

Authorizing the creation of two separate vendor pools, one for general construction work and one for electrical work

To provide a variety of construction/renovation services to the County on an as-needed basis

Authorizing the County Administrator to execute vendor pool contracts with the following companies for general construction work: Allied Building Service Company of Detroit, Inc., Carver Construction Company, and Krull Construction

Authorizing the County Administrator to execute vendor pool contracts with the following companies for electrical work: Huron Valley Electric, Ronald A. Meyer Electric, Inc., and Shaw Electric Company

Companies in both vendor pools are required to sign a Construction Unity Board (CUB) Agreement based on Washtenaw Countys Procurement Policy

Corporation Counsel will work with Facilities and Purchasing to draft a procedure to assign work among the vendor pool members which is in the best interest of the County and its contractors

RECOMMENDATION: Approval

C. Land Use & Environment Community of Interest

Department of Public Works

Water Quality Monitoring for Cylindrospermopsis in County Lakes ( Application)

Ratifying the electronic submission of the application

To the Michigan Department of Environmental Quality

For the period of April 21, 2009 through December 31, 2009

To quantify Cylindrospermopsis and its toxin in 7 recreational lakes in Washtenaw County

For a total program of $ 34,376

o State Revenue: $ 24,140

o County Match (In-Kind): $ 10,236

Indirect costs are not included in the budget

Upon receipt of the award:

o Authorizing the Administrator to sign the notice of grant award

o Amending the budget

o Authorizing the Administrator to sign delegate contracts

D.Public Safety & Justice

1. Sheriff

Annual Marine Safety Grant ( Application)

  • Authorizing the County Administrators signature and the electronic submission of the application
  • To the Michigan Department of Natural Resources
  • For the period of 1/1/09 - 12/31/09
  • To provide up to 75% reimbursement for the operation of marine safety functions to patrol surface waters from public safety
  • For a total program of $ 184,088
  • Program costs of: $163,717 (all costs except equipment)
  • Equipment costs of: $20,366 (possible state reimbursement of 100%)
  • State Revenue: $143,154 (maximum 75% reimbursement; $47,000 budgeted
  • for 2009 based on prior years)
  • Match: $40,934 (based on maximum 75% reimbursement)
  • Total budget includes indirect costs in the amount of $11,863
  • Marine Services program budget was included in the countys 2009 adopted budget. No budget adjustment will be needed.

1. Trial Court Juvenile Division

Annual Juvenile Accountability Block Grant ( Application)

  • Authorizing the County Administrators signature and the electronic submission of the application
  • To the Michigan Department of Human Services
  • For the period of 4/1/09 - 3/31/10
  • To assist youth under the jurisdiction of the court through a curriculum for youth adjudicated on domestic violence charges as well as group programming for youth on Intensive Probation
  • For a total program of $ 22,094
  • State Revenue: $ 19,885
  • County Match (In-Kind): $ 2,209
  • Total budget includes indirect costs in the amount of $994
