1. Office of Strategic Planning

Chelsea Center for the Arts Certified Local Government (CLG) Grant Funds Application ( Application Letter) ( Application)

• Ratifying the signature of the County Administrator on the application

To the State of Michigan Historic Preservation Grant Program

• To create a Rehabilitation Master Plan and National Register Nomination for the Chelsea Center for the Arts

• To create historic resource documentation, evaluation, and implementation plan necessary to assist the Chelsea Center for the Arts in seeking additional funding for future rehabilitation projects

For a total program of $36,994.35:

o State Revenue: $22,000

o In-Kind Contribution (Chelsea Center for the Arts): $4,134

o County Match: $10,860.35

In-Kind Contributions: $10,627.85

Cash: $232.50

2. Information Technology

Pittsfield Township Interim Services Revenue Contract

Authorizing the Administrator to sign a revenue contract with Pittsfield Township

For the period of 2/10/09 5/31/09

To provide interim Information Technology support and repairs due to the unexpected loss of the townships sole Information Technology employee

The township has agreed to compensate the County for temporary support in the amount not to exceed $1,125 weekly

RECOMMENDATION: Approval at the Board

B. Economic Development Community of Interest

ETCS

1. Workforce Investment Act (WIA) National Emergency Grant (NEG) ( Application)

Ratifying the signature of the Chair of the Board on the project plan

To the Michigan Department of Energy, Labor, and Economic Growth (DELEG)

For the period of July 1, 2008 through June 30, 2009

To provide on-site worker orientation covering available services in the event of mass layoff or plant closing

To assess individual skills and develop an Individual Service Strategy (ISS) to chart out a plan of application for employment or retraining opportunities

Targeted at those unlikely to return to their previous occupation due to a decline in their specific occupation/industry

Will serve approximately 25 eligible participants

For a total program of $138,606:

o Federal Revenue: $138,606

o County Match: $0

Indirect costs are not included in the budget

Upon receipt of the award:

o Authorizing the Administrator to sign the notice of grant award

o Amending the budget

o Authorizing the Administrator to sign delegate contracts

2. WIA Statewide Activities for High Concentrations of WIA Eligible Youth ( Application)

• Ratifying the signature of the Chair of the Board on the project plan

To the Michigan Department of Energy, Labor, and Economic Growth (DELEG)

For the period of July 1, 2008 through June 30, 2009

• To supplement the $1,479,227 ETCS receives for the WIA Youth program by supporting the provision of services including drop-out prevention, study skills training, leadership development and occupational skill training

• To serve an additional 13 youth

For a total program of $21,442:

o Federal Revenue: $21,442

o County Match: $0

3. FY 2009 No Worker Left Behind (NWLB) General Fund/General Purpose (GF/GP) ( Application)

• Ratifying the signature of the Chair of the Board on the project plan

To the Michigan Department of Energy, Labor, and Economic Growth (DELEG)

For the period of October 1, 2008 through September 30, 2009

• To provide up to $10,000 over 2 years (maximum of $5,000 each year) for tuition at any Michigan community college, university or other approved training program

• Qualifying participants must take a skills assessment test and pursue certification in a high-demand occupation, emerging industry or entrepreneurship program

• Eligible individuals are Michigan residents who are unemployed, have received notice of termination or layoff or whose family income is $40,000 or less

For a total program of $38,450:

o Federal Revenue: $38,450

o County Match: $0

• Indirect costs are not included in the budget

• Upon receipt of the award:

4. FY 2009 Food Assistance Employment & Training Program ( Support Doc 1) ( Support Doc 2)

• Ratifying the signature of the Chair of the Board on the project plan

To the Michigan Department of Energy, Labor, and Economic Growth (DELEG)

For the period of October 1, 2008 through September 30, 2009

• To provide food assistance recipients with job search and job readiness assistance, workfare, unsubsidized employment, educational training programs, vocational training and enrollment in WIA activities

• Eligible individuals are between 18 and 49 year old adults without dependants and receiving food assistance

• In FY 2008, ETCS served 84 individuals, 53 of whom exited, 36 of which were exited to employment for $76,781 for the third best employment rate in the state (67.9%)

• In FY 2009, ETCS plans to serve and additional 8 individuals for a total of 92

For a total program of $92,525:

o Federal Revenue: $92,525

o County Match: $0

• Indirect costs are not included in the budget

5. FY 2009 Michigan Public Service Commission (MPSC)/MI Community Action Agency Association (MCAAA) Energy Assistance Program ( Application)

Ratifying the signature of the County Administrator on the contract

With the Michigan Public Service Commission

For the period of October 1, 2008 through July 31, 2009

To assist low-income households with payments for home energy bills

Eligible households are at or below 200% of the federal poverty limit or receiving State Emergency Relief or Family Independence Program/ Temporary Assistance to Needy Families assistance

- In FY 2008, ETCS served 269 households with $130,897

- In FY 2009, ETCS plans to serve 140 families

- For a total program of $72,827:

- State Revenue: $72,827

- County Match: $0

- Indirect costs are not included in the budget

- Upon receipt of the award:

- Authorizing the Administrator to sign the notice of grant award

- Amending the budget

- Authorizing the Administrator to sign delegate contracts

6. FY 2009 Community Services Block Grant Discretionary (CSBG T) ( Application)

Ratifying the signature of the County Administrator on the application

To the Michigan Department of Human Services (DHS)

For the period of January 1, 2009 through June 30, 2009

To provide free Income Tax Preparation assistance and

To promote Earned Income Tax Credit filing by low-income Michigan citizens

In FY 2008, 167 households were served for $13,000 bringing a total of $350,787 in tax returns into the County

In FY 2009, ETCS aims to serve an additional 34 households for a total of 200

For a total program of $15,000:

o Federal Revenue: $15,000

o County Match: $0

Indirect costs are not included in the budget

Upon receipt of the award:

o Authorizing the Administrator to sign the notice of grant award

o Amending the budget

o Authorizing the Administrator to sign delegate contracts
