Workforce Investment Act (WIA) National Emergency Grant (NEG) ( Application) Ratifying the signature of the Chair of the Board on the project plan To the Michigan Department of Energy, Labor, and Economic Growth (DELEG) For the period of July 1, 2008 through June 30, 2009 To provide on-site worker orientation covering available services in the event of mass layoff or plant closing To assess individual skills and develop an Individual Service Strategy (ISS) to chart out a plan of application for employment or retraining opportunities Targeted at those unlikely to return to their previous occupation due to a decline in their specific occupation/industry Will serve approximately 25 eligible participants For a total program of $138,606: o Federal Revenue: $138,606 o County Match: $0 Indirect costs are not included in the budget Upon receipt of the award: o Authorizing the Administrator to sign the notice of grant award o Amending the budget o Authorizing the Administrator to sign delegate contracts RECOMMENDATION: Approval 2. FY 2009 Michigan Public Service Commission (MPSC)/MI Community Action Agency Association (MCAAA) Energy Assistance Program ( Application) Ratifying the signature of the County Administrator on the contract With the Michigan Public Service Commission For the period of October 1, 2008 through July 31, 2009 To assist low-income households with payments for home energy bills Eligible households are at or below 200% of the federal poverty limit or receiving State Emergency Relief or Family Independence Program/ Temporary Assistance to Needy Families assistance - In FY 2008, ETCS served 269 households with $130,897 - In FY 2009, ETCS plans to serve 140 families - For a total program of $72,827: - State Revenue: $72,827 - County Match: $0 - Indirect costs are not included in the budget - Upon receipt of the award: - Authorizing the Administrator to sign the notice of grant award - Amending the budget - Authorizing the Administrator to sign delegate contracts RECOMMENDATION: Approval |

FY 2009 Community Services Block Grant Discretionary (CSBG T) ( Application) Ratifying the signature of the County Administrator on the application To the Michigan Department of Human Services (DHS) For the period of January 1, 2009 through June 30, 2009 To provide free Income Tax Preparation assistance and To promote Earned Income Tax Credit filing by low-income Michigan citizens In FY 2008, 167 households were served for $13,000 bringing a total of $350,787 in tax returns into the County In FY 2009, ETCS aims to serve an additional 34 households for a total of 200 For a total program of $15,000: o Federal Revenue: $15,000 o County Match: $0 Indirect costs are not included in the budget Upon receipt of the award: o Authorizing the Administrator to sign the notice of grant award o Amending the budget o Authorizing the Administrator to sign delegate contracts RECOMMENDATION: Approval V.
