Emergency Preparedness Community of Interest

Emergency Management

a. Annual Emergency Management Performance Agreement (Application)

• Ratifying the signature of the Chair of the Board and the County Administrator on the Work and Budget Agreement

• To the Michigan State Police, Emergency Management Division

• For the period of 10/1/08 to 9/30/09

• For pass-through funding from the Federal Emergency Management Agency (FEMA) to support County Emergency Management operations

In the amount up to $72,808 or 50% of eligible expenses

• FY 06/07 Washtenaw County was allocated 34% or $46,997 of eligible expenses

• FY 07/08 Washtenaw County was allocated 36% or $51,686 of eligible expenses

No match is required. Eligible expenses are salary and fringes for the Emergency Management Director

• Upon receipt of the award:

-Authorizing the Administrator to sign notice of grant award

-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

b. Homeland Security Grant Agreement (Application)

• Ratifying the signature of the County Administrator on the grant agreement

• To the United States Department of Homeland Security

• For the period of 7/1/07 to 3/31/10

• For Homeland Security funding to purchase Weapons of Mass Destruction response equipment, enhance emergency planning and coordination, improve disaster exercise design and participation, and for local hospitals and public health preparedness

• For a total program of $1,213,986

- Federal Revenue: $1,213,986

- County Match: $0

• $250,000 of the grant covers all personnel and travel expenses for two Emergency Planning Assistants

• Indirect costs are not applicable to Washtenaw County under this grant.

c. Michigan Citizen Corps Grant Agreement (Application)

• For the period of 10/1/08 through 12/1/09

• For Washtenaw Countys Community Emergency Response Team (CERT) training to be available to anyone in the community who is interested in attending

• For a total program of $14,464

- Federal Revenue: $14,464

- County Match: $0

• Indirect costs are not eligible under this grant agreement

Public Safety and Justice Community of Interest

Annual Community Corrections Grant Agreement

• Ratifying the signature of the County Administrator on the agreement

• To Michigan Department of Corrections/Office of Community Corrections

• For the period of 10/1/08 to 9/30/09

• To provide funding for the Community Corrections Program for the purpose of offering diversion and alternative sentencing options to the Washtenaw County Trial Court

• For a total program of $960,685

- State Revenue: $393,756

- Program Generated Revenue: $310,381

- - County Match (Transfers In): $256,548

• Indirect costs are waived as in previous years

• Upon receipt of the award:

- -Amending the budget

2. Sheriff

Annual Safe Communities Grant Agreement (Application) (Approval Letter)

• Ratifying the electronic submission of the application and grant agreement

• To Michigan State Police, Office of Highway Safety Planning

• For the period of 10/1/08 to 9/30/09

• To provide safety belt and drunk-driving enforcement during the seasonal holiday periods and throughout the year

• To improve countywide enforcement of underage drinking laws

• For a total program of $103,944
