Services Block Grant
- Ratifying the County Administrators signature on the grant
application
- To the MI Department of Human Services
- For the period of 10/1/08 to 9/30/09
- To deliver services to individuals whose annual family income
is at or below 125% of the federal poverty line
- To support overall ETCS services including programs such as
Employment Services, Customer Service Advocacy, Summer Food Service
Program, Senior Nutrition, Foster Grandparents, Emergency Services, Low
Income Home and Energy Assistance Program (LIHEAP), Home
Weatherization, Home Rehabilitation, and Surplus Food
distribution
- In the amount of $ 850,979:
- State Revenue: $ 560,905
- County Match: $ 290,074
- Indirect costs are not eligible for reimbursement under this
grant
- Upon receipt of the award:
-Authorizing the Administrator to sign the notice of grant
award
-Amending the budget
-Authorizing the Administrator to sign delegate
contracts

2. Temporary
Assistance to Needy Family (TANF)
- Ratifying the County Administrators signature on the grant
application
- To the MI Department of Human Services
- For the period of 10/1/08 to 9/30/09
- To provide assistance in response to crisis for individuals
and families between 125% and 200% of the federal poverty
level
- To serve approximately 405 people
- In the amount of $ 70,920:
- Federal Revenue: $ 70,920
- County Match: $ 0
- Indirect costs are not eligible for reimbursement under this
grant
- Upon receipt of the award:
-Authorizing the Administrator to sign the notice of grant
award
-Amending the budget
-Authorizing the Administrator to sign delegate
contracts

Land Use and Environment

Joslin Lake Improvement Project
- To direct the Board of Public Works to undertake a Lake
Improvement Project for Joslin Lake in the Township of
Lyndon
- To control the proliferation of invasive and nuisance
aquatic species.
- To establish a five year project costing $302,980 which
will be reimbursed through the establishment of a special
assessment district by the Board of Public Works

D. Veteran Services
|
1.
Veterans Relief Millage
- To approve an Indigent Veterans Relief Millage of 1/50th
of a mill to pay for indigent veterans relief pursuant to MCLA
35.21
- To be levied in December 2008 for use in calendar year
2009
- Proceeds of the millage to be placed into a separate
account specifically for indigent veterans services
- Monies collected from the millage may only be used to
provide for indigent veterans relief and may not be used to fund
the general expenses of Veterans Services
RECOMMENDATION: Approval
2.
Veteran Services Reorganization
- To reorganize Veteran Services pursuant to Public Act 192
of 1953 (MCLA 35.621 et seq)
- To create a Washtenaw County Department of Veterans
Affairs
- To create the Washtenaw County Veteran Affairs Committee
comprised of 5 veterans appointed by the Board of
Commissioners
- To acknowledge the County Department of Veterans Affairs
supersedes and replaces the Soldiers Relief Commission
- To authorize the County Administrator to sign any
amendments to the existing contract between the County and
Washtenaw County Council of Veterans which may be required as a
result of the reorganization
- Effective date of the reorganization to be January 1,
2009
