Approving a budget adjustment in the amount of $290,069 for the 2007-08 fiscal year

Due to additional funding provided by the Washtenaw Community Health Organization (WCHO) for one-time program and service enhancements plus increased staff psychiatrist time

  • Approving the 2008-09 budget
  • In the amount of $30,065,116
  • For the period of 10/1/08 through 9/30/09
  • A net increase of 28.5 FTE positions (including 5.0 FTE positions transferred from WCHO)
  • Creating a 0.5 FTE Home Based Assistant position

2008-09 Comprehensive Planning, Budgeting, and Contracting Agreement

  • Ratifying the signature of the Administrator on the annual Comprehensive Planning, Budgeting, and Contracting (CPBC) Agreement
  • With the Michigan Department of Public/Community Health
  • For the period of 10/1/08 through 9/30/09

  • Approving the 2008-09 Public Health Budget in the amount of $9,244,089
  • Creating a 0.1 FTE Senior Management Analyst position (grant status)
    • Grade 30, Group 32
    • Salary Range: $49,360 - $70,254
  • To increase capacity to execute public health projects in the local community

  • Authorizing the Administrators signature on the annual Interagency Agreement between Public Health and Planning & Environment
  • Authorizing the establishment of inspection fees for body art facilities
  • Authorizing the Administrator to sign delegate contracts

3. Washtenaw Community Health Organization (WCHO)

Position Modification for WCHO

  • Creating a 1.0 FTE WCHO Deputy Administrator position
    • Level 01, Group 32
    • Salary Range: $81,182 - $143,794
  • To develop new funding models for WCHOs nationally recognized integrated healthcare initiatives and oversee special projects including consulting opportunities and other activities within the regional affiliation
  • WCHO will cover 100% of the personnel costs for this position; no additional County general fund support is needed

Finance

Insurance Renewals

  • Accepting quotes for insurance coverage
  • For the period of 10/1/08 to 10/1/09
  • To provide coverage for (1) property, (2), general liability, (3) police liability, (4) auto liability, (5) boiler and machinery, (6) crime, (7) public officials, (8) fiduciary liability, (9) environmental impairment liability (EIL) on storage tanks, (10) lawyers professional, (11) judicial liability and (12) medical professional
  • Arthur J. Gallagher Insurance Agency as the insurance provider for Washtenaw County
  • Approving insurance carriers for Chubb Insurance Company, Genesis Insurance Company, Great American Insurance Company, Zurich Insurance Company, Underwriters at Lloyds, London , and Hudson Insurance Company
  • In the amount of $1,008,386, an increase of $26,346 versus 2007-08 costs
  • All costs are covered within the Countys 2009 budget

Economic Development Community of Interest

 

Employment Training and Community Services (ETCS)

Workforce Investment Act (WIA) Career Advancement Accounts(CAAs)

  • Ratifying the Chair of the Boards signature
  • To the Michigan Department of Labor and Economic Growth
  • For the period of February 5, 2008 through June 30, 2008
  • To establish CAAs, as a demonstration project, for 15 incumbent or dislocated workers for up to $5,000 a year for up to 2 years, which will allow the participants to select their own training programs, even if unrelated to current position or employer
  • To pay for expenses directly related to education, training, tuition, or the cost of the program focused on high-growth, high-demand occupations, as selected by the participant
  • For a total program of $37,313
    • Federal Revenue - $37,313
    • County Match - $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:
    • Authorizing the Administrator to sign the notice of grant award
    • Amending the budget
    • Authorizing the Administrator to sign delegate contracts
