Justice and Mental Health Collaboration Program Grant

• Ratifying the electronic submission of a grant application

• To United States Department of Justice, Bureau of Justice Assistance

• For the period of September 1, 2008 through August 31, 2010

• To expand the continuum of services for jail diversion by providing a crisis intervention team training course for police officers, increasing in-jail psychiatric assessments and treatment, and increasing psychiatric nursing services available in the community to allow for health and nutritional education and medication management once individuals leave the jail

• Creating a 0.5 FTE Mental Health Nurse position:
   
  - Grade 23, Group 11
  - Salary Range: $41,558- $54,118

• For a total program of $284,148:
  
  -Federal Revenue: $200,000
  -County Match (In-Kind): $84,148

• Indirect costs are not included in the budget

• Upon receipt of the award:

            - Authorizing the Administrator to sign the notice of grant award
            - Amending the budget
            - Authorizing the Administrator to sign delegate contracts

Community Corrections

Community Corrections Advisory Board Grant

• Ratifying the electronic submission of a grant application

• To the Michigan Department of Corrections

• For the period of October 1, 2008 - September 30, 2009

• To continue offering diversion and alternative sentencing options to the Washtenaw County Trial Court such as pre-trial services, drug testing, electronic monitoring and social education

• For a total program of $960,731:
  
  - State Revenue: $394,077
  - Program Generated Revenue: $310,106
  - County Match (Transfers In): $256,548

• Indirect costs are waived as in previous years

• Budget will be brought back to the Board for approval once State funding is known

Housing & Homelessness Community of Interest

Treasurer , MSU Extension, and Community Development

Create 1.0 FTE Position

• Create 1.0 FTE Mortgage Foreclosure Prevention Specialist Position

• Group 11, Grade 19/21/23

• Salary Range: $35,984 - $54,118

• This position will assist customers in jeopardy of losing their homes due to mortgage foreclosure through education, outreach, and partnerships with local agencies

• The position will be funded through a revenue contract with the City of Ann Arbor, to provide mortgage foreclosure prevention services to City residents

Employment Training & Community Services

Workforce Investment Act (WIA) Plan Modification

• Approving the Workforce Investment Act (WIA) Plan Modification for the 2007 WIA Dislocated Worker program

• To incorporate additional funding in the amount of $1,000,000

• From the MI Department of Labor and Economic Growth

• For the period of July 1, 2007 to June 30, 2008

• To expand employment training and placement services due to the closing of the Pfizer Research & Development Center

• ETCS will serve 150 additional individuals for a total of 341

• For a total program of $1,872,733:
  
  - Federal Revenue: $1,872,733
  
• WIA- Dislocated Worker - $1,685,460
  
• WIA Dislocated Worker Administration - $,187,273
  
  - County Match (In-Kind): $0

Office of the Administrator

Voluntary Employee Benefits Administration (VEBA) Trust  (Resolution)

• To begin the process of selling Certificates of Participation

• To fully fund the Voluntary Employees Benefit Account (VEBA), which funds health care coverage for Washtenaw County retirees

• In the amount of approximately $160 million (precise number to be determined actuarially during the process)

• Certificates will have a 20-year repayment
