1. Planning & Environment

Pharmaceutical Take Back Grant

Authorizing the signature of the County Administrator on the application

To the United States Environmental Protection Agency

For the period of 4/22/08 4/22/09

For the development of best practices to assure the proper disposal of unused pharmaceuticals to protect the citizens of Washtenaw County and the environment

Providing a disposal option for citizens through partnership with local pharmacies, the University of Michigan and St. Joseph Hospital

With education and communication on best practices through various media

For a total program of $31,083

-Federal Revenue: $25,000
-County In-Kind Match: $6,083

Indirect costs are not included in this budget

Upon receipt of the award:

-Authorizing the Administrator to sign notice of grant award

-Amending the budget

-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

2. Employment Training & Community Services

a. Annual Emergency Food Assistance Program

Ratifying the signature of the County Administrator on the application

To the Michigan Department of Education

For the period of 10/1/07 9/30/08

To provide emergency food and nutrition assistance at no cost to low-income individuals including those who are unemployed, elderly, and homeless

Eligibility is based on income level (130% of poverty level for persons under 60 years of age and 160% of poverty level for persons aged 60+)

Serves approximately 625 families per quarterly distribution, for a total of 2,500 families

For a total program of $15,512:
-Federal Revenue: $15,512
-Match: $0

Indirect costs are not included in this budget

Upon receipt of the award:

-Authorizing the Administrator to sign notice of grant award
-Amending the budget
-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

Support Services

Human Resources

1. Collective Bargaining Agreement AFSCME Local 2733

Authorizing the Administrator to sign the collective bargaining agreement with AFSCME Local 2733, which represents approximately 700 employees

The contract term is three years (2008-2010)

Specifying a number of adjustments to wages and other benefit modifications, as well as non-economic operational language agreements

RECOMMENDATION: Approval

2. Non-Union salary adjustments and other related matters

Authorizing the Administrator to extend certain negotiated wage increases and benefit modifications specified in the AFSCME 2733 agreement to all non-union employees in order to achieve consistency throughout the organization

Adjustments will be included in the ten-year budget projections

RECOMMENDATION: Approval
