A.

Land Use & Environment Community of Interest

1. Planning & Environment

Pharmaceutical Take Back Grant

· Authorizing the signature of the County Administrator on the application

· To the United States Environmental Protection Agency

· For the period of 4/22/08 – 4/22/09

· For the development of best practices to assure the proper disposal of unused pharmaceuticals to protect the citizens of Washtenaw County and the environment

· Providing a disposal option for citizens through partnership with local pharmacies, the University of Michigan and St. Joseph Hospital

· With education and communication on best practices through various media

· For a total program of $31,083

-Federal Revenue: $25,000
-County In-Kind Match: $6,083

· Indirect costs are not included in this budget

· Upon receipt of the award:

-Authorizing the Administrator to sign notice of grant award

-Amending the budget

-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

2. Employment Training & Community Services

a. Annual Emergency Food Assistance Program

· Ratifying the signature of the County Administrator on the application

· To the Michigan Department of Education

· For the period of 10/1/07 – 9/30/08

· To provide emergency food and nutrition assistance at no cost to low-income individuals including those who are unemployed, elderly, and homeless

· Eligibility is based on income level (130% of poverty level for persons under 60 years of age and 160% of poverty level for persons aged 60+)

· Serves approximately 625 families per quarterly distribution, for a total of 2,500 families

· For a total program of $15,512:
-Federal Revenue: $15,512
-Match: $0

· Indirect costs are not included in this budget

· Upon receipt of the award:

-Authorizing the Administrator to sign notice of grant award
-Amending the budget
-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

C.

Support Services

Human Resources

1. Collective Bargaining Agreement – AFSCME Local 2733

· Authorizing the Administrator to sign the collective bargaining agreement with AFSCME Local 2733, which represents approximately 700 employees

· The contract term is three years (2008-2010)

· Specifying a number of adjustments to wages and other benefit modifications, as well as non-economic operational language agreements

RECOMMENDATION: Approval

2. Non-Union salary adjustments and other related matters

· Authorizing the Administrator to extend certain negotiated wage increases and benefit modifications specified in the AFSCME 2733 agreement to all non-union employees in order to achieve consistency throughout the organization

· Adjustments will be included in the ten-year budget projections
