A.

Land Use & Environment Community of Interest

1. Employment Training and Community Services

Food Assistance, Employment & Training
(Budget)

  • Ratifying the signature of the Chair of the Board on the application
  • To the Michigan Department of Labor and Economic Growth
  • For the period 10/1/07-9/30/08
  •  To serve approximately 83 able-bodied adults without dependents who are currently receiving food assistance
  • With planned programs to include job search and readiness assistance, workfare, unsubsidized employment, educational training, vocational training, and enrollment in Workforce Investment Act (WIA) activities
  • For a total program of $76,781

    - Federal Revenue: $76,781 (including $74,476 in Program Allocation and $2,305 for Supportive Services)
    - County Match: $0
  • Indirect costs are not included in this budget
  • Upon receipt of the award:

    - Authorizing the Administrator to sign notice of grant award
    - Amending the budget
    Authorizing the Administrator to sign delegate contracts

Housing & Homelessness Community of Interest

Community Development

Creation and Elimination of Positions

  • Authorizing the creation and elimination of positions for no net FTE change
  • Authorizing the County Administrator to sign revenue contracts with the City of Ann Arbor for a total amount not to exceed $67,337 for a period of February 1, 2008 through June 30, 2008 to receive 50% cost reimbursement for the new positions
  • Creating a Community Development Operations Manager

    - Grade 32, Group 32
    - Salary Range: $59,345 $87,845
  • Creating a Compliance Specialist

    - Grade 24, Group 32
    - Salary Range: $29,677 $40,614
  • Eliminating a vacant Senior Management Analyst

    - Grade 30, Group 32
    - Salary Range: $49,360 $70,254
  • Eliminating a vacant Rehabilitation Analyst

    - Grade 29, Group 32
    - Salary Range: $43,525 $61,952
  • Position modifications are projected to be cost neutral to the county resulting in no new General Fund dollars being needed

RECOMMENDATION: Approval at the Board

C.

Administration

2008 Budget Solution

  • Authorizing the County Administrator to implement recommended budget amendments to bring the 2008 budget into balance
  • Authorizing the County Administrator to continue work with the organization to identify recommendations on long-term structural solutions to be brought to the board for consideration no later than the April 2nd Ways & Means Committee Meeting
