Employment Training and Community Services

a. Annual 2007 Disability Program Navigator (DPN) Initiative

· Ratifying the signature of the Chair of the Board on the application
· To the Michigan Department of Labor and Economic Growth

· For the period of 7/1/07 to 6/30/08

· To support local capacity building and training of One-Stop Center staff and Workforce Development Board members on reasonable accommodation resources and strategies for individuals with disabilities

· For a total program of $20,524

County Match: $0

· Indirect costs are not included in this budget

· Upon receipt of the award:
Authorizing the Administrator to sign notice of grant award

Authorizing the Administrator to sign delegate contracts

b. Annual 2008 Michigan Works! System Plan (MWSP)

· Ratifying the signature of the Chair of the Board on the plan
· To the Michigan Department of Labor and Economic Growth

· For the period of 1/1/08 through 12/31/08

· To be eligible to receive state funding to operate programs at the Washtenaw County Michigan Works! Service Center

· For the delivery of services to employment training customers throughout Washtenaw County

RECOMMENDATION: Approval

c. 2008 No Worker Left Behind (NWLB) Workforce Investment Act (WIA) Statewide

· Ratifying the signature of the Chair of the Board on the application
· To the Michigan Department of Labor and Economic Growth

· For the period of 7/1/07 through 6/30/08

· To provide tuition assistance to approximately 10 NWLB eligible individuals in a maximum amount of $10,000 per participant ($5000 per year for up to two years)

· For a total program of $59,047

Public Safety & Justice Community of Interest

1. Sheriff

Annual Marine Safety Grant

· Ratifying the County Administrator’s signature on the application
· To the Michigan Department of Natural Resources

· For the period of 1/1/08 - 12/31/08

· To provide up to 75% reimbursement for the operation of marine safety functions to patrol
   surface waters from public safety

· Total overall program of $165,633 including:
Program costs of: $144,433 (all costs except equipment)
Equipment costs of: $21,200 (possible state reimbursement of 100%)
State Revenue: $129,525 (maximum 75% reimbursement; $47,000 budgeted
for 2008 based on prior years)
Match: $36,108 (based on maximum 75% reimbursement)

· Total budget includes indirect costs in the amount of $11,863

· Marine Services program budget was included in the county’s 2008 adopted budget. No budget adjustment will be needed.

2. Trial Court

Annual Community Corrections Grant Agreement

· Ratifying the signature of the County Administrator on the agreement
· To Michigan Department of Corrections/Office of Community Corrections
· For the period of 10/1/07 to 9/30/08

· To provide funding for the Community Corrections Program for the purpose of offering diversion and alternative sentencing options to the Washtenaw County Trial Court

· For a total program of $916,755
State Revenue: $378,959
Program Revenue: $281,248
County Match: $256,548
Indirect Costs: $0 (it is requested that the county continue to waive indirect costs)

· County match is included in the 2008 general fund adopted budget in the amount of $230,211 resulting in the need for
additional general fund support of $26,337
