Public Health

Hiring a Public Health Medical Director above the Maximum Salary for the Position Grade (Cover Memo/Res, Job Description and Resume)

• Authorizing the hire of a Public Health Medical Director at an annual salary of $125,000

• Which exceeds the maximum salary for a Grade 34, Group 32 (non-union) position and is comparable to salaries for active Public Health Medical Directors in the State of Michigan

• All personnel costs can be absorbed in the approved 2007-08 Public Health budget; no additional general fund support is needed

• Preferred candidate is Board certified in preventive medicine and has an MPH degree

• The County appointment is effective February 1, 2008 pending final approval from the Michigan Department of Community Health

Land Use & Environment Community of Interest

1. Planning & Environment

a. Annual 2008 Survey and Remonumentation Grant (Cover Memo and Resolution, Grant Application)

•  Authorizing the submission of the grant application
  
  
• To the Michigan Department of Labor and Economic Growth
  
  
• For the 2008 grant fiscal year
  
  
• Under Public Act 345 of 1991, which established the State Survey and Remonumentation law
  
  
• For the remonumentation of all public land survey corners in the State of Michigan over a 20 year period
  
  
• To more accurately represent survey corners within local jurisdictions to ensure capturing changes due to transformation of surrounding areas
  
  
• Administered by the Planning & Environment Department with the collaboration with the county Road Commission and selected County surveyors
  
  
• Supports the accuracy of the Geographic Information System (GIS) base
  
  
• For a total program of $144,869

- State Revenue: $144,869
- County Match: $0
- Indirect costs are not allowable per grant guidelines

• Upon receipt of the award:

- Authorizing the Administrator to sign notice of grant award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board

b. Annual Environmental Health Services Contract

• Ratifying the signature of the county administrator on the contract
  
  

• With the Michigan Department of Environmental Quality
  

• For the period of 10/1/07 through 9/30/08
  

• To partially fund programs that protect the safety of the air, water supply and sewage disposal in the County

• For a total program of $521,109
  

- State Revenue: $521,109
- County Match: $0

2. Parks & Recreation

c. Creating / Eliminating Positions

• Authorizing the elimination of the Aquatic Programmer position and the creation of a Park and Facility Supervisor position
  
  
• Due to supervisory capacity being needed to effectively manage the expanded aquatic program at the Meri Lou Murray Recreation Center
  
  
• To be paid for within the Parks & Recreation budget with no General Fund match being needed

• Approving a budget adjustment to allow for the proper close out of the 2007 fiscal year
