Childrens Well-Being Community of Interest

1. Trial Court Family Division Juvenile Center

Annual Juvenile Accountability Block Grant (Cover Memo), (Grant), (Fact Sheet), (Contacts)

  • Authorizing the signature of the County Administrator
  • To the Michigan Department of Human Services
  • For the period of 4/1/08 3/31/09
  • To assist youth under the jurisdiction of the court through a curriculum for youth adjudicated on domestic violence charges as well as group programming for youth on Intensive Probation
  • Total budget includes indirect costs of $931
  • Upon receipt of the award:

RECOMMENDATION: Approval at the Board

2. Trial Court

Annual Child Care Fund

  • Authorizing the electronic submission of the Child Care Fund Budget Summary Form 2091
  • To the Michigan Department of Human Services
  • For the period of 10/1/07 9/30/08
  • A collaborative effort between State and County governments
  • Providing 50% reimbursement to eligible expenses, which include funding for programs that serve neglected, abused, and delinquent youth in Michigan
  • Expenses are made locally and submitted to the State for reimbursement on a monthly basis
  • For 50% reimbursement on estimated expenditures of $9,648,214 for State funding of $ 4,824,107
  • For 100% reimbursement on pre-adoptive care estimated expenditures of $5,696
  • For a total estimated reimbursement of $4,829,803
  • Anticipated expenditures and reimbursements will be aligned with the Countys 2008 adopted budget once the final impact of labor negotiations are known

RECOMMENDATION: Approval

Land Use & Environment Community of Interest

Planning & Environment

1. Clean Michigan Initiative Brownfield Redevelopment Grant & Loan

  • Ratifying the signature of the County Administrator
  • To the State of Michigan Department of Environmental Quality
  • To provide funds to assist with clean-up necessary to move the City of Salines The Banks of Saline Brownfield Redevelopment Project into a viable redevelopment

  • For a total program of $1,000,000:

    - State Revenue: $1,000,000 ($500,000 grant and $500,000 loan)
    - Match: $0

  • The requested grant amount, if awarded, will reduce the amount of tax increment financing previously approved by the Washtenaw County Board of Commissioners by $500,000, thus lessoning the burden on relative taxing jurisdictions
  • Total budget includes indirect costs of $0
  • Upon receipt of the award:

RECOMMENDATION: Approval

2. Brownfields Community-wide Hazardous Substances Assessment Grant

  • Ratifying the signature of the County Administrator on the application
  • To the United States Environmental Protection Agency (USEPA)
  • For the Period of 10/1/2008 to 9/30/2011
  • To provide funding for environmental site assessment (ESA) and related activities necessary to build on our existing inventory of brownfields and remove the barriers associated with brownfield redevelopment.
  • The grant will provide funding to local municipalities and private developers to undertake assessment activities
  • Priority consideration will be given to applicants that include sustainable land use practices, workforce development opportunities, target areas for revitalization, and greenspace preservation/creation
  • For a total program of $200,000:

- Federal Revenue: $200,000
- Match: $0

  • Total budget includes indirect costs of $0
  • Upon receipt of the award:

- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

C.

Administrators Office

Humane Society of Huron Valley Bond Issuance (Legal Description), (Surveys)

1. Lease and Leaseback (Cover memo), (Resolution)

  • Authorizing the Administrators signature on the lease of real property to Washtenaw County
  • Authorizing the leaseback of real property and the newly constructed facility to Humane Society of Huron Valley
  • The lease and leaseback are prerequisites to Washtenaw Countys sale of bonds for the benefit of the Humane Society of Huron Valley

RECOMMENDATION: Approval

2. Continuing Disclosure (Cover Memo), (Resolution)

  • Authorizing continuing disclosure for the sale of bonds in relation to Humane Society of Huron Valleys land acquisition and facility construction as approved
  • Required by the Securities and Exchange Commission
  • Provides for updated financial information to bond purchasers
