Employment Training & Community Service

1. Annual 2007 Employment Services Program

  • Ratifying the signature of the County Administrator on the plan application
  • To the Michigan Department of Labor and Economic Growth
  • For the Period of 7/1/2007 to 6/30/2008
  • To meet the needs of employers and approximately 9,000 job seekers in the County
  • For a total program of $490,216:
  • Total budget includes indirect costs of $0
  • Upon receipt of the award:

2. Annual Federal Foster Grandparent Program

  • To support volunteer opportunities for 65 adults (age 60 and older) with limited incomes to work one-on-one with children with special needs at 23 community sites

4. Annual Workforce Investment Act (WIA) Capacity Building and Professional Development Plan

  • For the Period of 7/1/2007 to 6/30/2008
  • Pass-through funding from the MDLEG to local Michigan Works! Agencies, which in turn will contract with the Michigan Works! Associations to provide capacity building and professional development service for the staff
  • For a total program of $24,000:

5. Annual Work Force Investment Act (WIA) Incumbent Worker Program

  • Ratifying the signature of the County Administrator on the application
  • To the Michigan Department of Labor and Economic Growth
  • For the Period of 7/1/2007 to 6/30/2008
  •  To provide training services to employers to upgrade existing employee skills in an effort to avoid layoff situations
  • ETCS has formed a partnership (MEGA-P) with the Ann Arbor and Ypsilanti Chambers of Commerce and other community leaders from Washtenaw-based organizations to generate referrals of employers to benefit from this program.
  • For a total program of $194,212:

- Federal Revenue: $194,212
- Match: $0

  • Total budget includes indirect costs of $0
  • Upon receipt of the award:

- Authorizing the Administrator to sign the Notice of Grant Award

6. Workforce Investment Act (WIA) Statewide Youth Activities

  • Ratifying the signature of the County Administrator on the application
  • To the Michigan Department of Labor and Economic Growth
  • For the Period of 7/1/2007 to 6/30/2008
  • To provide employment-related assessment and training for youth
  • Training provides eligible youth with objective assessments that measure academic levels, skill levels including basic and occupational skills, developmental needs, employability, interest, aptitudes and prior work experience
  • These funds will allow ETCS to service 13 additional youth
  • For a total program of $21,442:

- Federal Revenue: $21,442
- Match: $0

  • Total budget includes indirect costs of $0
  • Upon receipt of the award:

- Authorizing the Administrator to sign the Notice of Grant Award
- Amending the budget
- Authorizing the Administrator to sign delegate contracts

C.

Administrator

1. Resolution regarding the Saline Court

  • Authorizing the establishment of a separate fund to receive positive net position funds from the District Court as well as other funding as directed by the Board of Commissioners
  • Funds will be held in reserve and earmarked for Phase II of the Saline Court construction

RECOMMENDATION: Approval

2. Contract with Chevron Energy Solutions

  • Authorizing the Administrators signature on the contract with Chevron Energy Solutions
  • In the amount of $75,000
  • To conduct a Comprehensive Energy Audit (CEA) at the Washtenaw County Correctional Facility, 2201 Hogback Rd.
  • The CEA will produce investment-grade financial and engineering data on the construction of a biomass-fueled Central Plant as well as any other energy efficiency and/or infrastructure improvements identified during the study
  • The cost of the CEA will be rolled into the total project cost of implementation, a separate contract for which will return to the Board for approval prior to execution
  • In the event that Washtenaw County elects not to move forward with implementation of the project, the cost of the CEA will be due to Chevron Energy Solutions upon the studys completion

RECOMMENDATION: Approval
