2008-2009 Governmental Consultant Services, Inc (GCSI) contract

• Authorizing the Administrator to sign the contract

• With Governmental Consultant Services, Inc (GCSI)

• For the period of 11/1/2007 – 10/31/2009

• To represent and advocate for Washtenaw County’s interests at the State level

• For an annual amount of $60,000

    RECOMMENDATION: Approval

Support Services Community of Interest

Support Services- Finance

Insurance Renewals

• Accepting quotes for insurance coverages

• For the period of 10/1/07 to 9/30/08

• To provide coverage for (1) property, (2), general liability, (3) police liability, (4) auto liability, (5) boiler and machinery, (6) crime, (7) public officials, (8) fiduciary liability, (9) environmental impairment liability on storage tanks, (10) lawyers professional, (11) judicial liability and (12) medical professional

• Arthur J. Gallagher as the insurance provider for Washtenaw County

• Approving insurance carriers Chubb Insurance Company, Genesis Insurance Company, Great American Insurance Company, Zurich Insurance Company, Underwriters at Lloyd’s, London , and Hudson Insurance Company

• In the amount of $982,040, an increase of $7,805 versus 2006-07 costs

• Costs are covered within the 2008 budget

    RECOMMENDATION: Approval

Land Use & Environment of Interest

Planning & Environment

NorthLake Improvement Project

• Directing the Board of Public Works to undertake a Lake Improvement Project
  
• For North Lake in the Townships of Lyndon and Dexter

• Pursuant to Public Act 185

• To assist with the implementation and financing of a project to control invasive and nuisance species, such as Eurasian Water Milfoil and Curly Leaf Pondweed, that have adversely affected North Lake
  
• In accordance with the County Master Plan and the Planning Advisory Board
  
• In the amount of $291,000 over a five–year period

     RECOMMENDATION: Approval

Amendments to the Washtenaw County Purchase of Development Rights Ordinance

• To revise the Washtenaw County Purchase of Development Rights (PDR) ordinance
  
• To incorporate feedback from townships and the City of Ann Arbor in our efforts to establish an Urban Cooperation Act Agreement between Washtenaw County and townships with already adopted PDR ordinances so that applications to the Michigan Agricultural preservation Fund through the County’s Purchase of Development Rights program.
  
• The Urban Cooperation Agreement will be brought to the Board of Commissioners at the October 3, 2007 Board of Commissioners meeting.

     RECOMMENDATION: Approval at the Board

NorthfieldTownship Bond Refunding – Continuing Disclosure

• Approving the Undertaking to provide Continuing Disclosure related to the Northfield Township Refunding Bonds

• As required by the Securities and Exchange Commission to assure that all owners of the refunding bonds are kept informed of certain financial information and operating data of the county.

     RECOMMENDATION: Approval at the Board

Civic Infrastructure Community of Interest

Clerk/Register of Deeds

Passport-Quality Photo Fee

• Adopt Fee on photos taken for CCW applicants in Clerk’s office

• CCW applicants are required to have a passport-quality photo to complete the application. The photo service in the Elections/Administration office provides convenience for customers who do not bring photos with them. The fee would cover the cost of staff time, photo equipment, and development.

• Passport-quality photo fee of $10

    RECOMMENDATION: Approval at the Board

Public Safety and Justice Community of Interest

Prosecuting Attorney

Annual Crime Victim Rights Program

• Ratifying the Administrator’s signature on the application

• To the Michigan Department of Community Health

• For the period of 10/1/07 to 9/30/08

• For funding the Victim/Witness Unit of the Prosecuting Attorney’s office

• Victim/Witness advocates help support victims and witnesses throughout the court process. They aid in preparation for testimony, provide support, and ensure victims and witnesses are informed throughout the process.

• In the amount of $159,100

- State Revenue: $159,100

- Match: $0

- Indirect costs: $0

• Upon receipt of award:

- Authorizing the Administrator to sign the Notice of Grant Award

- Authorizing the Administrator to sign delegate contracts
