Health Community of Interest

Washtenaw Health Plan

Intergovernmental Transfers for Disproportionate Share (DSH)

  • Authorizing an annual intergovernmental transfer of at least $3,345,000
  • To the State of Michigan
  • For the purpose of participating in the financing of non-federal share of Disproportionate Share Hospital (DSH) payments
  • Contingent on Washtenaw Health Plan (WHP) maintaining a current Indigent Care Agreement with St. Joseph Mercy Hospital System
  • Authorizing the Administrator to approve future transfers of local funds for this purpose

RECOMMENDATION: Approval at the Board

Washtenaw Community Health Organization

Position Creation for WCHO

  • Creating one (1) 1.0 FTE WCHO Deputy Finance Director position:
    -Level 2, Group 32
    -Salary Range: $76,938 - $131,590
  • To increase the level of staff and expertise in WCHO’s Finance Department
  • No additional general fund support is needed to fund the personnel costs for this position
  • WCHO agrees to cover personnel cost increases in future fiscal years unless otherwise negotiated with the County

Employment Training and Community Services

1. Annual Workforce Investment Act (WIA) Adult, Youth & Dislocated Workers Program

Ø Ratifying the signature of the Chair of the Board on the application

Ø To Michigan Department of Labor and Economic Growth

Ø For the period of 7/1/2007 – 6/30/2008

Ø To provide employment services to Washtenaw County residents through three distinct programs to each of the following populations, adults, youth, and dislocated workers.

Ø For a total program of: $2,731,894

-Federal Revenue: $2,731,894
-Adult Program: $608,031

-Youth Program: $872,733

-Dislocated Worker program: $1,251,130

Ø Upon receipt of the award:
-Authorizing the Administrator to sign the Notice of Grant Award
-Amending the budget
-Authorizing the Administrator to sign delegate contracts

2. Annual Workforce Investment Act (WIA) Incentive Grant

Ø Ratifying the signature of the Chair of the Board on the application

Ø To Michigan Department of Labor and Economic Growth

Ø For the period of 7/1/2006 – 6/30/2007

Ø WIA provides the framework for a system designed to meet both the needs of businesses and the needs of job seekers as well as those who want to further their careers

Ø Washtenaw County is receiving an allocation based on the performance of 2005 program level and workforce investment activities

Ø Funding will be used to provide additional training and supportive services to approximately 12 additional customers enrolled in WIA Adult, Youth and Dislocated Worker Programs

Ø For a total program of: $23,922

-Federal Revenue: $23,922
-Match: $0

-Indirect Costs: $0

-Authorizing the Administrator to sign the Notice of Grant Award

3. Annual Community Services Block Grant

Ø Ratifying the signature of the County Administrator on the application

Ø To Michigan Department of Human Services

Ø For the period of 10/1/2006 – 9/30/2007

Ø To prevent and eliminate the causes, conditions, and effects of poverty and to promote social and economic opportunities for low-income individuals in Washtenaw County

Ø Service individuals whose annual family income is at or below 125% of the poverty level

Ø CSBG services support client efforts to secure and maintain meaningful employment; attain adequate education; make better use of available income; obtain and maintain adequate housing; and obtain emergency assistance.

Ø For a total program of: $924,781

-Federal Revenue: $534,707
-Match: $390,074 (Budgeted ETCS General Fund Appropriation)

-Indirect Costs: $0

Ø Upon receipt of the award:
-Authorizing the Administrator to sign the Notice of Grant Award
-Amending the budget
-Authorizing the Administrator to sign delegate contracts

4. 2007 Michigan Works System Plan

Ø Ratifying the signature of the Chair of the Board on the application

Ø To Michigan Department of Labor and Economic Growth

Ø For the period of 1/1/2007 – 12/31/2007

Ø Containing the required language that establishes the guidelines of MDLEG funded programs as required by the Federal government for the use of federal grant funds.

Ø Including the Workforce Investment Act (WIA), Work First, Employment Services and the One-Stop Operations

RECOMMENDATION: Approval at the Board

5. Annual Summer Food Service Program

Ø Ratifying the signature of the County Administrator on the application

Ø To Michigan Department of Education

Ø For the period of 6/11/2007 – 8/24/2007

Ø To provide meals to low-income youth

Ø Meals will be served at approximately 27 sites, such as schools, recreation centers, vacation bible schools, and other community based organizations in the Ann Arbor/Ypsilanti area

Ø For a total program of: $135,500

-Federal Revenue: $110,000
-Match: $25,500 (CSBG Budgeted)

-Indirect Costs: $0

Ø Upon receipt of the award:
-Authorizing the Administrator to sign the Notice of Grant Award
-Amending the budget
-Authorizing the Administrator to sign delegate contracts
