Washtenaw Health Plan

Intergovernmental Transfers for Disproportionate Share (DSH)

  • Authorizing an annual intergovernmental transfer of at least $3,345,000
  • To the State of Michigan
  • For the purpose of participating in the financing of non-federal share of Disproportionate Share Hospital (DSH) payments
  • Contingent on Washtenaw Health Plan (WHP) maintaining a current Indigent Care Agreement with St. Joseph Mercy Hospital System
  • Authorizing the Administrator to approve future transfers of local funds for this purpose

Washtenaw Community Health Organization

Position Creation for WCHO

  • Creating one (1) 1.0 FTE WCHO Deputy Finance Director position:
    -Level 2, Group 32
    -Salary Range: $76,938 - $131,590
  • To increase the level of staff and expertise in WCHOs Finance Department
  • No additional general fund support is needed to fund the personnel costs for this position
  • WCHO agrees to cover personnel cost increases in future fiscal years unless otherwise negotiated with the County

Employment Training and Community Services

1. Annual Workforce Investment Act (WIA) Adult, Youth & Dislocated Workers Program

Ratifying the signature of the Chair of the Board on the application

To Michigan Department of Labor and Economic Growth

For the period of 7/1/2007 6/30/2008

To provide employment services to Washtenaw County residents through three distinct programs to each of the following populations, adults, youth, and dislocated workers.

For a total program of: $2,731,894

-Federal Revenue: $2,731,894
-Adult Program: $608,031

-Youth Program: $872,733

-Dislocated Worker program: $1,251,130

2. Annual Workforce Investment Act (WIA) Incentive Grant

To Michigan Department of Labor and Economic Growth

For the period of 7/1/2006 6/30/2007

WIA provides the framework for a system designed to meet both the needs of businesses and the needs of job seekers as well as those who want to further their careers

Washtenaw County is receiving an allocation based on the performance of 2005 program level and workforce investment activities

Funding will be used to provide additional training and supportive services to approximately 12 additional customers enrolled in WIA Adult, Youth and Dislocated Worker Programs

For a total program of: $23,922

-Federal Revenue: $23,922
-Match: $0

-Indirect Costs: $0

For the period of 10/1/2006 9/30/2007

To prevent and eliminate the causes, conditions, and effects of poverty and to promote social and economic opportunities for low-income individuals in Washtenaw County

Service individuals whose annual family income is at or below 125% of the poverty level

CSBG services support client efforts to secure and maintain meaningful employment; attain adequate education; make better use of available income; obtain and maintain adequate housing; and obtain emergency assistance.

For a total program of: $924,781

-Federal Revenue: $534,707
-Match: $390,074 (Budgeted ETCS General Fund Appropriation)

4. 2007 Michigan Works System Plan

Containing the required language that establishes the guidelines of MDLEG funded programs as required by the Federal government for the use of federal grant funds.

Including the Workforce Investment Act (WIA), Work First, Employment Services and the One-Stop Operations

5. Annual Summer Food Service Program

Ratifying the signature of the County Administrator on the application

To Michigan Department of Education

For the period of 6/11/2007 8/24/2007

To provide meals to low-income youth

Meals will be served at approximately 27 sites, such as schools, recreation centers, vacation bible schools, and other community based organizations in the Ann Arbor/Ypsilanti area

For a total program of: $135,500

-Federal Revenue: $110,000
-Match: $25,500 (CSBG Budgeted)

-Indirect Costs: $0

6. Trade Adjustment Assistance

Designed to assist workers to re-enter the workforce after they have become unemployed because of imports from or shifts in production to other countries.

Service approximately 15 individuals.

To begin the process of addressing serious health concerns to local migrant population, including substance abuse, reproductive health and property nutrition and diet.

For a total program of: $15,000

1. Wind Power Budget Adjustment (see Addendum with progress updates since this item was tabled on May 16, 2007)

Authorizing the Administrator to add $86,000 to the Planning budget

To hire a consultant to perform an investment grade wind study

By erecting an 80 meter Meteorological tower with instrumentation at several heights to test the wind speed and other criteria at a site near the Chrysler Proving Grounds in Sylvan Township

Total cost of $86,000

Tabled at May 16th Ways & Means meeting; please see cover memo for staff actions taken in the intervening weeks

Prosecuting Attorney

1. Annual 2008 Cooperative Reimbursement Program

To provide partial cost reimbursement for Prosecuting Attorney expenses as they relate to prosecuting paternity and/or non-payment of child support cases

For a total program of: $798,567

Support Services Community of Interest

Finance

1. Setting 2007 County Operating Millage Rate

Setting the 2007 Millage Rate at 4.5493

For use in the July 1st tax levy

For the collection of 2007 General Fund property tax revenue

At the same rate as in 2006 due to a Headlee factor of 1.0

RECOMMENDATION: Approval at the Board

Infrastructure & Planning

1. Transferring Properties to WCHO

Selling of county residential properties including 10865 N. Territorial, Dexter MI and 3600 Cherrywood Lane, Ann Arbor

To the Washtenaw Community Health Organization (WCHO)

For a selling price of each property of $1

Authorizing the County Administrator to take the necessary action to implement such sales

WCHO (formerly as Washtenaw County Mental Health) has leased these facilities for many years to use as group homes for mental health services

Transferring the properties will have no impact on the county budget as the county has used this lease payment exclusively for property maintenance and upkeep of the two stated properties

The County wishes to realign its facilities management towards the core business of commercial office space

WCHO wishes to own these sites and align the facility services along with that of their other existing group homes

RECOMMENDATION: Approval at the Board

E.

Board of Commissioners

1. Boarding Out Policy

Creating a new policy to govern the boarding of Washtenaw County jail inmates at other facilities as necessary to assist in alleviating statutory jail overcrowding at the Washtenaw County correctional Facility

Boarding out will be considered an action of last resort, only to be used if all other methods are insufficient to end overcrowding

Boarding out will occur under certain conditions (pretrial inmates, inmates in programs, and inmates who are acting in the role of trusty should not be boarded at other facilities; boarding out will be short-term) and within a set budget

RECOMMENDATION: Approval at the Board
