Public Health

Federal Food Stamp Nutrition Education Grant

• Ratifying the submission of the electronic grant application (see other supporting documents: application #1, application #2, letter)

• To Michigan State University Extension

• For the period of 10/1/07 – 9/30/08

• To provide technical assistance to community based coalitions for Washtenaw Steps Up implementation and nutrition education for children and adults (including 200+ migrant workers and children)

• The funding will support Ypsilanti Downtown Farmers Market, Roots and Shoots Youth Garden, Home-Grown Health, and Chelsea/Manchester/Dexter Migrant Worker Camp Health Aide Program

• For a total program of $47,468
  -Federal Revenue:$37,310
  -State Revenue: $ 0
  -Match (In Kind): $10,158

• Total budget includes indirect costs of $0

• Upon receipt of the award:
  -Authorizing the Administrator to sign the Notice of Grant Award
  -Amending the budget
  -Authorizing the Administrator to sign delegate contracts

Children’s Well-Being Community of Interest

Children’s Services

1. Washtenaw Intermediate School District (WISD) Contract

• Authorizing the Administrator to sign the contract

• With Washtenaw Intermediate School District

• For the period of 7/1/07 – 6/30/09

• To fund educational programs at the Detention Center and the Day Program

• In the amount of $610,818 for the 2007-08 school year

• The estimated net cost to the County for the 2007-08 school year following eligible reimbursements is $43,375; this cost will be included in the 2008-09 budget

2. 2008-2009 Human Services & Children’s Well-Being RFP

• Approving the Request for Proposal guidelines and timeframe

• For the 2008-2009 Human Services & Children’s Well-Being funding opportunities

C.

Land Use & Environment Community of Interest

Department of Planning and Environment

1. Wind Power Budget Adjustment

• Authorizing the Administrator to add $86,000 to the Planning budget

• To hire a consultant to perform an investment grade wind study

• By erecting an 80 meter Meteorological tower with instrumentation at several heights to test the wind speed and other criteria at a site near the Chrysler Proving Grounds in Sylvan Township.

• Total cost of $86,000

RECOMMENDATION: Approval at the Board

2. Regulation of Privately Owned Community Sewage Systems

• Approving the resolution to adopt the Regulation of Privately Owned Community Sewage Systems

• To assure the proper design, construction, operation, maintenance and funding of privately owned community sewage systems

• This regulation is allowed under authority of the State of Michigan’s Public Health Code, Act 368 of the Public Acts of 1978, State of Michigan, MCL 333.1101 et seq. as amended
