1. Planning and Environment

a. Hazardous Substances Assessment Grant

  • Ratifying the Administrators signature on the application
  • To the United States Environmental Protection Agency
  • For the period of 10/1/07 to 9/30/10
  • To provide environmental site assessments and related activities necessary to build on the Countys existing inventory of brownfields and remove the barriers to brownfield redevelopment in order to move a brownfield site into a viable redevelopment.
  • This grant will be used as an incentive to help create increased economic development and recreational opportunities, to implement the infill initiatives of the adopted Comprehensive Plan, and to eliminate risks to the environment and public health.
  • This Grant will continue the partnerships with the 23 municipal members of the Washtenaw County Brownfield Redevelopment Authority (WCBRA)

  • For a total program of $200,000
    -Federal Revenue: $200,000
    -State Revenue: $0
    -Match: $0
    -Indirect Costs: $0
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    -Amending the budget

2. Employment Training and Community Services

a. 2006 Workforce Investment Act Plan Modification

  • Ratifying the Chair of the Boards signature on the application
  • To the Michigan Department of Labor and Economic Growth
  • For the period of 7/1/06 to 6/30/07
  • To provide employment services to Washtenaw County residents through three distinct programs to each of the following populations, adults, dislocated workers and youth
  • This plan modification increasing the funds available will allow ETCS to serve an additional 149 clients for a total of 788 in the program year.
  • WIA Plan Modification increases funding by $676,639 of which $426,875 is an additional allocation and $249,764 is carry-in funding, for a total 2007 program of $2,810,539
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    -Amending the budget
    -Authorizing the Administrator to sign the delegate contracts

RECOMMENDATION: Approval

b. Annual 2007 Michigan Public Service Commission Energy Assistance Program

  • Ratifying the Administrators signature on the application
  • To the Michigan Community Action Agency Association
  • For the period of 1/1/07 to 7/31/07
  • To provide assistance to low-income households by paying their home energy bills
  • Allowable services include payment of metered fuels, water bills (if steam heat), electricity, and deliverable fuels
  • Eligible residents must have an income at or below two hundred percent of the federal poverty level, be unemployed, or be over the age of 55, or be eligible for the State Emergency Relief program, or be received Temporary Assistance to Needy Families (TANF) assistance.
  • The 2006 MPSC Energy Assistance Program served 118 households with a budget of $73,872. ETCS anticipates serving 94 households in 2007.
  • For a total program of $62,985
    -Federal Revenue: $0
    -State Revenue: $62,985

    -Indirect Costs: $0

Public Health

Department Plan of Organization

  • To the Michigan Department of Community Health
  • In compliance with the Michigan Public Health Accreditation program requirements
  • Outlines legal responsibilities and authority, organizational structure, mission statement, efforts around planning, service delivery, reporting and evaluation, and procedure for appointing and approving the Health Officer and Medical Director
  • Authorizing the Chair of the Board to sign the Plan of Organization Approval Form

Emergency Preparedness Community of Interest

Emergency Management Division

Creating a 1.0 FTE Grant Status Position

  • Creating one (1) 1.0 FTE Grant Status Senior Emergency Planner Position
  • Group 32, Grade 29
  • Salary Range: $42,672 - $60,737
  • To add one additional senior-level project manager to assume regional implementation and coordination responsibilities
  • Position will be funded by 2006 Homeland Security Grant, which is being handled as a revenue contract with Oakland County, the fiduciary for the regional Homeland Security Board

1. Community Collaborative of Washtenaw County (CCWC)

Youth Suicide Prevention and Early Intervention Grant

  • To the Michigan Department of Community Health
  • For the period of April 1, 2007 through September 30, 2007
  • To support the development of a comprehensive countywide suicide prevention initiative including an informational campaign and intervention strategies and services
  • For youth and young adults between the ages of 10 and 24, particularly high school and college students
  • Participating County departments include Public Health, Community Support and Treatment Services (CSTS), and Childrens Services
  • Other collaborators include the Washtenaw Intermediate School District the City of Ann Arbor, University of Michigan, Eastern Michigan University, and Washtenaw Community College
  • For a total program of $23,312:
    -Federal Revenue: $0
    -State Revenue: $23,312
    -Match: $0
  • Indirect Costs are not included in budget
  • Upon receipt of the award:
    -Authorizing the Administrator to sign the Notice of Grant Award
    -Amending the budget
    -Authorizing the Administrator to sign the delegate contracts
