  1. Trial Court- Community Corrections

2007 Community Corrections Plan Agreement

  • Ratifying the Administrators signature on the agreement
  • To Michigan Department of Corrections/Office of Community Corrections
  • For the period of 10/1/06 to 9/30/07
  • To provide funding for the Community Corrections Program for the purpose of offering diversion and alternative sentencing options to the Washtenaw County Trial Court
  • For a total program of $1,333,507
    -State Revenue: $706,062
    -Program Revenue: $406,926
    -County Match: $220,519
    -Indirect Costs: $0
  • County match is included in the 2007 general fund budget
  • Upon receipt of the award:

MichiganHigh Intensity Drug Trafficking Authority (HIDTA)

  • Authorizing Washtenaw County to act as the fiduciary and sponsoring agency for the Southeastern Michigan High Intensity Drug Trafficking Authority (HIDTA)
  • To provide oversight capacity to ensure proper execution of grant funds awarded to Michigan HIDTA for planning and implementing drug enforcement strategies
  • A net of five (5) 1.0 grant status positions will be created
  • Salary costs for these positions align with the federal GS salary schedule
  • Creating a 1.0 FTE GS Deputy Director position:
    -Grade 14, Group Fed PA
    -Salary Range: $77,793- $101,130
  • Creating a 1.0 FTE GS Technical Manager position:
    -Grade 12, Group Fed PA

Planning and Environment Community of Interest

1. Planning and Environment

a. 2007 Survey and Remonumentation Grant

  • Approving the submission
  • To Michigan Department of Labor and Economic Growth
  • For the period of 10/1/06 to 9/30/07
  • Under Public Act 345 of 1991, which established the State Survey and remonumentation law
  • For the remonumentation of all public land survey corners in the State of Michigan within the next twenty years
  • Administered by the Planning & Environment Department with the County Road Commission and selected County surveyors
  • Activity supports the accuracy of Geographic Information System (GIS) base
  • For a total program of $194,072
    -State Revenue: $194,072
    -Indirect Costs: $0
  • Upon receipt of the award:

-Authorizing the Administrator to sign the Notice of Grant Award
-Amending the budget
-Authorizing the Administrator to sign the delegate contracts

b. Whitmore Lake Improvement Project

  • Directing the Board of Public Works to undertake a Lake Improvement Project
  • For Whitmore Lake in the Township of Northfield and in the Township of Green Oak in Livingston County
  • Pursuant to Public Act 185
  • To assist with a project to control invasive weeds that have adversely affected Whitmore Lake
  • In 2003 Washtenaw County started a three year project for Whitmore Lake in these townships, which this project would continue
  • In accordance with the County Master Plan and the Planning Advisory Board
  • No County budget impact; all costs for administering this program, including County staff time, will be reimbursed from the project funds.

2. Employment Training and Community Services

a. Annual Federal Foster Grandparent Program

  • Ratifying the Administrators signature on the application
  • To the Corporation for National and Community Services
  • For the period of 1/1/07 to 12/31/07
  • To support volunteer opportunities for 64 adults (age 60 and older) with limited incomes to work one-on-one with children with special needs at 27 community sites
  • Volunteers serve 20 hours/week
  • In addition to community involvement and recognition, volunteers receive a small stipend, transportation, one meal/day, uniforms, training, and an annual physical exam
  • For a total program of $447,181
    -Federal Revenue: $300,879
    -State Revenue: $11,292
    -County Match: $66,296

-CSBG subsidy: $50,894-In-kind: $17,820
-Indirect Costs: $0

b. Annual Work First Plan

  • Ratifying the Chair of the Boards signature on the application
  • To the Michigan Department of Labor and Economic Growth
  • For the period of 10/1/06 to 9/30/07
  • Funds come from two sources: Federal Temporary Assistance for Needy Families (TANF) and State General Fund/General Purpose (GF/GP)
  • Program provides joint orientation and client assessment with DHS; job club/job search services; provision of other employment and training services; and supportive services as necessary; including auto purchases, public transportation allowances; auto-related expenses; and clothing
  • This program served 2,041 customers in 2006 and expects to serve approximately the same number in 2007
  • For a total program of $1,762,450
    -Federal Revenue: $1,464,553
    -State Revenue: $297,897

  • Through an interagency agreement with the Michigan Department of Human Services
  • Serving able-bodies adults aged 18-49, without dependents, who are in jeopardy of losing their food assistance eligibility due to time limits
  • Program is in its seventh year
  • This program served 61 individuals in 2006 and expects to serve approximately the same number in 2007
  • For a total program of $66,546
    -Federal Revenue: $66,546
    -Match: $0
    -Indirect Costs: $0
  • Upon receipt of the award:

-Authorizing the administrator to sign the Notice of Grant Award

e. Michigan Enrolls Program Contract

  • Ratifying the Administrators signature on the Agreement
  • To the Michigan Community Action Agency association (MCAAA)
  • For the period of 6/1/06 to 3/31/09
  • To support the Department in providing field education, enrollment assistance and outreach services to County residents who are eligible for State supported health insurance.
  • The Department expects that, through this program, 85 individuals a month will select and enroll in health plans.
  • For a total program of $38,220

  • Creating one (1) 1.0 FTE Intake Inspector

  • To create one comprehensive Rehabilitation Service Delivery unit that will oversee a Single Family and Multi-Family rehabilitation, public Infrastructure, relocation and Downpayment Assistance program for the City and the County
  • No additional County general fund support is needed for these positions
