1. Report on SPARK – Michael Finney

2. Reorganization of the Office of the Administrator

° Creating one (1) 1.0 FTE Deputy Administrator position
- Salary Range: $76,482 - $135,265

° Eliminating one (1) 1.0 FTE Labor Relations Director position
- Salary Range: $68,903 - $109,476

° Putting on Hold one (1) 1.0 FTE IT Director position
- Salary Range: $68,903 - $109,476

° Eliminating one (1) 1.0 FTE Human Resources Manager position
- Salary Range: $46,513 - $82,779

° Creating one (1) 1.0 FTE Human Resources Manager position
- Salary Range: $62,076 - $95,196

• To establish a Co-Deputy structure that best suits the County Administration’s needs in meeting the challenges ahead.
• To backfill vacancies created by the Co-Deputies to ensure a smooth transition of County operations.

RECOMMENDATION: Approval

3. Community Collaborative of Washtenaw County

• Authorizing the Administrator’s signature on the Leadership Services Agreement

• Authorizing the payment of dues in the amount of $5,000 per year

• Costs are included in the 2007 general fund budget

Brownfield Redevelopment Plan Amendment

• Adopt the amendment to the Brownfield Plan for Washtenaw County

• To approve tax increment financing and single business tax credit incentives for the “Water Street” Brownfield redevelopment project

• In the City of Ypsilanti

• To develop the former industrial and commercial site into a mixed-use development that will include more than 540 new residential units and approximately 96,000 sq. ft. of commercial space (office and retail)

• By providing tax increment financing and single business tax credit incentives for the “Water Street” Brownfield redevelopment project

• In collaboration with the Washtenaw County Brownfield Redevelopment Authority and the City of Ypsilanti

• Resulting in the environmental and economic restoration of the property, the addition of approximately 300 new jobs, and increasing the tax base for the City, County and other relevant tax jurisdictions by approximately $2.3 million annually

RECOMMENDATION: Approval
