Community Support & Treatment Services

Developmental Disabilities Council Continuation Grant

• Ratifying the submission of the electronic application
• To the Michigan Department of Community Health
• For the period of 7/1/06-6/30/07

• To reduce overall healthcare costs for 20 individuals from vulnerable populations such as those who are aging and people with disabilities
• Through the HealthCare Coordination Project (an integrated healthcare model that addresses mental health, physical health, and substance abuse treatment needs)

• For a total program of $100,000:
  -Revenue: $75,000
  -Match: $25,000 (in-kind)
  -Indirect Costs: $4,218

• Upon receipt of the award:
  -Authorizing the Administrator to sign the Notice of Grant Award
  -Amending the budget
  -Authorizing the Administrator to sign delegate contracts

Planning & Environment Community of Interest

1. Employment Training and Community Services

a. Annual Work Force Investment Act (WIA) Incumbent Worker Program

• Ratifying the signature of the Chair of the Board on the application
• To the Michigan Department of Labor & Economic Growth
• For the period of 7/1/06 -6/30/07

• To provide training services to employers to upgrade existing employee skills in an effort to avoid layoff situations
• ETCS has formed a partnership with the Ann Arbor and Ypsilanti Chambers of Commerce where both Chambers generate referrals of employers to benefit from this program.

• For a total program of $115,798:
  -Revenue: $115,798
  -Match: $0
  -Indirect Costs: $0

• Upon receipt of the award:
  -Authorizing the Administrator to sign the Notice of Grant Award
  -Amending the budget
  -Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board

b. Annual State Foster Grandparent Program

• Ratifying the signature of the Administrator on the application
• To the Office of Services to the Aging
• For the period of 10/1/06 -9/30/07

• To provide volunteer opportunities for 64 older adults to work one-on-one with children with special needs
• State funding helps to support the Federal Foster Grandparent Program

• For a total program of $20,619:
  -Revenue: $11,292
  -CSBG Support: $1,937
  -Match: $6,147 (County budgeted match)
  $1,243 (In-Kind)
  -Indirect Costs: $0

• Upon receipt of the award:
  -Authorizing the Administrator to sign the Notice of Grant Award

c. Creating the 21^st Century Workforce: Developing Coordinated Regional Strategies Initiative

• Accepting Michigan Works! Funding for Creating a 21^st Century Workforce: Developing and Implementing Collaborative Regional Strategies Initiative
• To the Department of Labor and Economic Growth
• For the period of 8/1/06 -10/31/06

• To work with Michigan Works! Agencies (of which ETCS is one) in providing regional leadership in the development and/or strengthening of regional strategies to address both immediate and longer-term workforce needs of employers.
• ETCS and the Workforce Development Board will serve as a region for the purpose of this grant because of the MEGA-P partnership.
• MEGA-P is a partnership between:
  -Ann Arbor Area Chamber of Commerce
  -Ypsilanti Area Chamber of Commerce
  -Ann Arbor SPARK
  -Eastern Michigan University
  -Washtenaw Community College
  -Washtenaw County Government – Michigan Works!

• For a total program of $50,000:
  -Revenue: $50,000
  -Match: $0
  -Indirect Costs: $0

• Accepting the grant award:
  -Amending the budget
  -Authorizing the Administrator to sign delegate contracts

2. Planning and Environment

State Revolving Fund Grant: Multi-Lakes Wastewater Treatment Plan Upgrade

• Approval by the Board on the agreement
• To the Michigan Department of Environmental Quality
• For the period of 7/1/06 -6/30/07

• To reduce the financing costs for the Multi-Lakes Wastewater Treatment Plant Upgrade by funding 90% of planning and design costs through this grant.

• For a total program of $124,461:
  -Revenue: $124,461
  -Match: $0
  -Indirect Costs: $0

• Upon receipt of the award:
  -Authorizing the Administrator to sign the Notice of Grant Award
  -Amending the budget
  -Authorizing the Administrator to sign delegate contracts

Office of the Administrator/Support Services

Administration

Wireless Washtenaw              Presentation

o Adopting the Wireless Washtenaw Advisory Board’s recommendation of 20/20 Communications as the preferred provider for the Wireless Washtenaw project

o Authorizing the Administrator to sign the Provider Agreement with 20/20 Communications

o Prior to implementation countywide, pilot projects will be deployed to the County’s sole satisfaction in urban, suburban, and rural areas (the City of Ann Arbor, City of Saline, Southwest Washtenaw Council of Governments, Village of Manchester, and portions of Bridgewater, Freedom, Manchester and Sharon Townships)

o Pilot projects will be launched in August 2006
