A.

Planning & Environment Community of Interest

1. ETCS

2006 MPSC/MCAAA Energy Assistance Program

Ø Ratifying the Signature of the Administrator on the Application

Ø To the Michigan Community Action Agency

Ø For the period 3/22/2006 – 7/31/2006

Ø To provide emergency energy services to approximately 50 additional families whose annual income is at or below 200% of poverty

Ø Second contract for 2006 MPSC/MCAAA Energy Assistance Program (the first was approved February 15, 2006 for $94,004) which will increase the total FY 2006 funding to $131,936.

Ø For a total program of $37,952:

-Revenue: $37,952
-Match: $0
-Indirect Costs: $0

Ø Upon receipt of the award:

-Authorizing the Administrator to sign the Notice of Grant Award

-Amending the budget

-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board

2. Planning & Environment

Purchase of Development Rights Ordinance (see staff report)

Ø Adopt the revised Purchase of Development Rights (PDR) Ordinance

Ø To meet the Michigan Agricultural Preservation Fund’s (i.e., the State PDR Program) Policies and Procedures.

Ø Doing so will allow landowners in townships that have not adopted PDR ordinances to qualify for eligibility under the Michigan Agricultural Preservation Fund

Ø As a County-wide PDR initiative, the County will be committed to funding the administration of a PDR program, which involves three areas:

-Application: $2,500 to $5,000 per year based on $500 per application and

an estimated 5-10 applications per year

-Acquisition: $3,000 to $5,500 per year, based on estimated one award of

State PDR per year

-Monitoring and enforcement: $500 per year, per property

Ø Upon approval of the Ordinance:

-Authorizing the Administrator to solicit candidates for appointment as members of the Agricultural Lands Preservation Advisory Committee

-Authorizing the Administrator to solicit resolutions only from townships that do not have adopted PDR ordinances authorizing the County PDR Program and Ordinance to apply in the township

-Authorizing the Administrator to begin the process of negotiating an Urban Cooperation Agreement with townships within the County that have adopted PDR ordinances for the purposes of developing a comprehensive County-wide program to apply to the Michigan Agricultural Preservation Fund

Health Community of Interest

Public Health

Reality Check Campaign

Ø Ratifying the signature of the Administrator on the grant application

Ø To the Washtenaw Community Health Organization

Ø For the period of 10/1/2006 – 9/30/2008

Ø To continue a substance abuse prevention media campaign targeting youth ages 12-14 in the Howell, Pinckney, Milan, Ypsilanti, and Willow Run school districts

Ø In collaboration with Livingston County Community Alliance

Ø For a total program of $102,246 (Year One):
-Revenue: $75,000

-Match: $27,246 (in kind personnel)
-Indirect Costs: $0

Ø Upon receipt of the award:

-Authorizing the Administrator to sign the Notice of Grant Award

-Amending the budget
-Authorizing the Administrator to sign delegate contracts

Public Safety & Justice Community of Interest

3. Prosecuting Attorney

Annual 2007 Cooperative Reimbursement Program

Ø Ratifying the signature of the Administrator on the application

Ø To Michigan Department of Human Services

Ø For the period of 10/1/2006 – 9/30/2007

Ø To provide partial cost reimbursement for Prosecuting Attorney expenses as they relate to prosecuting paternity and/or non-payment of child support cases

Ø In the amount of:
-Revenue: $785,482
-County Match: $259,029
-Indirect Costs: $67,112

Ø Upon receipt of the award:

-Authorizing the Administrator to sign the Notice of Grant Award

-Amending the budget
-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board

4. Trial Court-Friend of the Court

Annual 2007 Cooperative Reimbursement Program

Ø Ratifying the signature of the Administrator on the application

Ø To Michigan Department of Human Services (Office of Child Support)

Ø For the period of 10/1/2006 – 9/30/2007

Ø To provide services to residents who are seeking to establish paternity and/or child support orders

Ø In the amount of:
-Revenue: $3,814,528
-County Match: $1,891,199
-Indirect Costs: $458,751

Ø Upon receipt of the award:
-Authorizing the Administrator to sign the Notice of Grant Award
-Amending the budget
-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board

D.

Office of the Administrator

Administration

1. Police Services

Ø Extending two options for providing contractual police services to Augusta, Salem, and Ypsilanti Townships

Ø Response must be received by 9:00am on August 18, 2006

Ø If both options are rejected, police services will be provided at the minimal level that is constitutionally required

RECOMMENDATION: Approval

2. Facilities Management Policies

Ø Updating the policies that govern the management of Washtenaw County buildings and grounds, fleet vehicles, and Facilities business operations

Ø As part of the larger initiative to update all policies, which have not been amended since 1986

RECOMMENDATION: Approval at the Board
