		Oak Park Washtenaw Heights Drainage District Improvements Project

		Authorizing the use of the County’s Full Faith and Credit Permitted by Michigan Drain Code Section 280.275 upon approval of two-thirds of the Board of Commissioners In the amount of $1,650,000

		For the Oak Park Washtenaw Heights Drainage District Improvement Project Bonds will be retired through special assessments against Pittsfield Township, Washtenaw County (for benefits to County roads), and the State of Michigan (for benefits to State Highways)

		RECOMMENDATION: Approval at the Board

		2. Employment Training and Community Services

		a. Annual Workforce Investment Act (WIA) Adult, Youth & Dislocated Workers Program

		Ratifying the signature of the Chair of the Board on the application To the Michigan Department of Labor and Economic Growth For the period of 7/1/06 – 6/30/07

		To provide employment services to Washtenaw County residents through three distinct programs to each of the following populations, adults, dislocated workers and youth An increase of $163,000, or 8% over last year
		For a program award of $2,102,484 - Federal revenue: $451,858 (adult program) $735,813 (dislocated worker program) $914,813 (youth program) - Match: $0 - Indirect Costs: $0

		Upon receipt of the award: - Authorizing the Administrator to sign the Notice of Grant Award - Amending the budget - Authorizing the Administrator to sign the delegate contracts

		RECOMMENDATION: Approval

		b. Annual 2006 Employment Services Program

		Ratifying the signature of the Chair of the Board on the plan application To the Michigan Department of Labor and Economic Growth For the period of 7/1/06 – 6/30/07

		To meet the needs of employers and approximately 9,000 job seekers in the County

		For a program award of $459,030 - Federal revenue: $459,030 - Match: $0 - Indirect Costs: $0

		Upon receipt of the award: - Authorizing the Administrator to sign the Notice of Grant Award - Amending the budget - Authorizing the Administrator to sign the delegate contracts

		RECOMMENDATION: Approval

	C.	Health Community of Interest

		Public Health

		Mutual Aid Agreement

		Authorizing the Chair of the Board to sign a Public Health Mutual Aid Agreement

		Between the counties of Washtenaw, Livingston, Macomb, Monroe, Oakland, St. Clair, and Wayne and the city of Detroit

		To enhance the capacity of the Washtenaw County Public Health Department to respond to local emergencies
		To provide a framework for local health departments in southeastern Michigan to coordinate as a single consortium during emergency planning and response efforts

		Conforms with Critical Task 2 in Washtenaw County Public Health Department federal emergency preparedness requirements

		RECOMMENDATION: Approval at the Board

		Human Resources

		Washtenaw County Employees’ Retirement System – Change Ordinance

		Approve an ordinance amending and restating the provisions of the Washtenaw County Employees’ Retirement System

		To incorporate accumulated changes, remove obsolete material, and conform to labor agreements and applicable provisions of state and federal law

		RECOMMENDATION: Approval


	E.	Public Safety & Justice

		Trial Court-Juvenile Center

		Building a Restorative Community- Year Three Implementation Grant

		Ratifying the signature of the Administrator on a grant application To the Michigan Department of Human Services For the period of December 1, 2006 to November 30, 2007

		To coordinate sustainable system changes within the juvenile justice system including implementation of a Victim Impact Panel

		To expand mentoring programs and sustain job training/employment programs for at-risk youth

		To provide Life Skills training for 325 at risk students at Slauson Middle School (Ann Arbor) and Whitmore Lake Middle School plus Parenting Wisely classes at community sites in Ann Arbor, Ypsilanti, Ypsilanti Township, and Whitmore Lake

		For a total program of $100,000: -Federal Revenue: $60,000 -Match: $40,000 (in kind personnel) -Indirect Costs: $0
		Upon receipt of the award: -Authorizing the Administrator to sign the Notice of Grant Award -Amending the budget -Authorizing the Administrator to sign delegate contracts

		RECOMMENDATION: Approval at the Board

	F.	Office of the Administrator

		Administration

		Police Services

		Extending two options for providing contractual police services to Augusta, Salem, and Ypsilanti Townships Response must be received by 9:00am on June 21, 2006 If both options are rejected, police services will be provided at the minimal level that is constitutionally required

		RECOMMENDATION: Approval
