Employment Training and Community Services

1. FY 2006 Annual Weatherization Assistance Program

Ø Ratifying the signature of the Administrator on the application

Ø To the Michigan Department of Human Services

Ø For the period 4/1/06 – 3/31/07

Ø To provide home weatherization to 109 units, outreach and intake services, and client education services for low-income (at or below 150% of the poverty income guidelines) individuals and families

Ø Provided weatherization services to 113 units in FY 2005

Ø For a total program of $343,814
o Federal Revenue: $343,814
o Match: 0
o Indirect costs: 0

Ø Upon receipt of the award:
o Authorizing the Administrator to sign the Notice of Grant Award
o Amending the budget
o Authorizing the Administrator to sign the delegate contracts

2. FY 2006 Annual Low-Income Home Energy Assistance Program

Ø Ratifying the signature of the Administrator on the application

Ø To the Michigan Department of Human Services

Ø For the period 4/1/06 — 3/31/07

Ø To supplement funds from the Department of Energy in order to deliver energy savings related services to approximately thirty (30) low income (at or below 150% of poverty income guidelines) single-family units

Ø 50% reduction in funds from FY 2005 (served approximately 55 units in FY 2005)

Ø For a total program of $64,500
o Federal Revenue: $64,500
o Match: $ 0
o Indirect Costs: $0

3. FY 2006 Annual Low Income Home Energy Assistance Program – Deliverable Fuels Funding

Ø Authorizing the County Administrator to sign the application

Ø To the Michigan Department of Human Services

Ø For the period 2/10/06 — 9/30/06

Ø To provide funds to community action agencies to be used for emergency provision of deliverable fuels to approximately 20 eligible low-income (at or below 150% of poverty income guidelines) families

Ø For a total program of $20,171
o Federal Revenue: $20,171
o Match: $ 0
o Indirect Costs: $0

Ø Upon receipt of the award:
o Authorizing the Administrator to sign the Notice of Grant Award

4. FY 2006 Annual Summer Food Program

Ø To the United States Department of Agriculture

Ø To provide meals to low-income youth

Ø Dexter Community Schools will deliver meals to 24 community sites

Ø For a total program of $129,000
o Federal Revenue: $89,000
o Match: $40,000 (CSBG Budgeted)

5. WIA Southeast Michigan Hospitality and Tourism Grant Agreement

Ø Authorizing the County Administrator to sign the agreement

Ø To the Michigan Department of Labor and Economic Growth

Ø For the period 4/1/06 – 6/30/06

Ø To plan for and begin to build a mechanism to address and support the workforce needs in the Hospitality and Tourism sector throughout the region (i.e. Livingston, Wayne, Macomb/St. Clair, Oakland, Genesee/Shiawassee and Washtenaw counties)

Ø To form a Michigan Regional Skills Alliance (MiRSA) for Southeast Michigan Hospitality and Tourism to help business and workers in the region improve their competitiveness and economic security.

Ø For a total program of $20,000

Children’s Services

1. Pfizer Grant for Washtenaw Area Teens for Tomorrow

Ø Ratifying the submission of the electronic application

Ø To Pfizer, Inc – Community Grants

Ø For the period 5/1/06 – 11/15/06

Ø To create a youth organized annual County-wide Youth Festival of the Arts to showcase young artists in a variety of artistic media and performances.

Ø For a total program of $23,780
o Revenue: $13,280 (Pfizer)
o Match: $6,500 (In-Kind)
o Private: $4000 (Ann Arbor Area Community Foundation and Rosebud Foundation)

Ø Upon receipt of the award:
o Authorizing the Administrator to sign the Notice of Grant Award

o Authorizing the Administrator to sign the delegate contracts

Head Start

2. Annual 2005 Head Start Program

Ø Authorizing the Administrator to sign the application

Ø To the Department of Health and Human Services

Ø For the period 8/1/06 – 7/31/07

Ø To provide pre-school services to 561 children between the ages of 3 and 5 and their families

Ø Head Start Program is a comprehensive, two-generational child development program geared towards breaking the cycle of poverty through educational, health, nutrition, social, emotional and cognitive services

Ø For a total program of $4,661,465
o Federal Revenue: $3,592,227 ($3,450,951 Head Start, $141,276 USDA)
o Match (Local): $1,069,238 ($667,478 budgeted, $401,760 in kind)
o Indirect Costs: $0

3. Oral Health Grant

Ø To provide oral health services (dental education, screening and follow-up) to Head Start children and their families

Ø Community Partners include HOPE Dental Clinic and the University of Michigan School of Dentistry

Ø For a program amount of $93,750
o Federal Revenue: $75,000
o Match: $18,750 (In-kind from community partners)
o Indirect Costs: $0

Ø Upon receipt of the award:
o Authorizing the Administrator to sign the Notice of Grant Award
