A.

Planning, Development and Environment Community of Interest

Planning & Environment

1. York Township Water and Wastewater Project

Ø Approving the contract for the York Township water and wastewater project

Ø For York Township

Ø Pursuant to Public Act 185

Ø To assist with a project to provide water and sewer service to the urban service districts within the township

Ø In accordance with the County Master Plan and the Planning Advisory Board

Ø The Board passed Resolution 05-0245 directing the Board of Public Works to undertake this project December 7, 2005

Ø In the amount of $13,200,000 (estimate)

Ø No impact on the budget. All costs associated with administration of this project including staff time, will be reimbursed from the project funds.

RECOMMENDATION: Approval at Board

2. Multi-Lakes Wastewater Treatment Plant Upgrade

Ø Approving the contract for the Multi-Lakes Wastewater Treatment Plan improvement project

Ø For Dexter Township and Lyndon Township in Washtenaw County

Ø For Putnam Township in Livingston County

Ø Pursuant to Public Act 185

Ø To assist with a project to expand the use of the Multi-Lakes Wastewater Treatment Plant by an additional 400 households to reach total capacity of the system by connecting to 2,000 households as originally intended

Ø To provide more reliable and effective treatment of existing wastewater flows

Ø The Board passed resolution 05-0243 directing to Board of Public Works to undertake this project December 7, 2005

Ø In the amount of $3,500,000 (estimate)

Ø No impact on the budget. All costs associated with administration of this project, including staff time, will be reimbursed from the project funds

RECOMMENDATION: Approval

3. Revised 2006 Survey and Remonumentation Grants

Ø Amending the prior grant application by

Ø For the whole of Washtenaw County

Ø In the amount of $202,942

Ø No impact on the budget. All costs associated with administration of this project, including staff time, will be reimbursed from the project funds

RECOMMENDATION: Approval

B.

Public Safety & Justice Community of Interest

Sheriff

1. Edward Byrne Memorial Justice Assistance Grant

Ø Ratifying the submission of the electronic application

Ø To the Bureau of Justice Assistance

Ø For the period 5/1/06 – 4/30/09

Ø To purchase and install hardware and software to enable mobile connectivity and electronic ticketing capability in 20 patrol vehicles

Ø The technology will improve efficiency (eliminate a manual data entry step) and enhance officer safety (allow tracking of patrol vehicles)

Ø For a total project cost of $25,817:

o Federal Revenue: $25,817
o Match: $0
o Indirect Costs: $0

Ø Upon receipt of the award:

o Authorizing the Administrator to sign the Notice of Grant Award
o Amending the budget
o Authorizing the Administrator to sign the delegate contracts

RECOMMENDATION: Approval at the Board

Trial Court

2. 2006 National CASA Association Program Expansion Grant

Ø Ratifying the signature of the Administrator on the application

Ø To the National Court Appointed Special Advocate (CASA) Association

Ø For the period 7/1/06 – 6/30/07

Ø To hire additional staff to recruit and supervise volunteers to advocate for the needs of abused and neglected children involved in civil child abuse proceedings

Ø To increase the number of volunteers from 16 to a maximum of 37

Ø To increase the number of children served from 35 to a maximum of 83

Ø Creating a 0.5 FTE CASA Volunteer Leader position:
o Grade 19, Group 14
o Salary Range: $34,587 - $43,087

Ø Creating an additional 0.2 FTE CASA Coordinator position:
o Grade 24, Group 14
o Salary Range: $41,482 - $54,118

Ø For a total program of $39,348:
o Federal Revenue: $39,348
o Match: $0
o Indirect Costs: $0

Ø Upon receipt of the award:
o Authorizing the Administrator to sign the Notice of Grant Award
o Amending the budget
o Authorizing the Administrator to sign the delegate contracts
o Authorizing the Administrator to accept donations from individuals, corporations, and nonprofit organizations

Washtenaw Community Health Organization

Creating a Net 0.5 FTE Positions

Ø To meet staffing needs in the regional affiliation

Ø Creating one (1) 1.0 FTE Recipient Rights Officer
o Grade 27, Group 32
o Salary Range: $35,213 - $50,119

Ø To continue advancement of integrated health care model

Ø Eliminating two (2) 1.0 FTE Health Services Supervisor positions:
o Grade 77, Group 10
o Salary Range: $45,893 - $61,299

Ø Creating one (1) 1.0 FTE Service Coordinator position:
o Grade 25, Group 11
o Salary Range: $43,087 - $56,289

Ø To increase grant revenue

Ø Creating one (1) 0.5 FTE Management Analyst position:
o Grade 27, Group 32
o Salary Range: $35,213 - $50,119

Ø All costs to be covered by WCHO
