Health Community of Interest

Community Support and Treatment Services

One-year lease with the Village of Manchester

Ø Authorizing the Chair of the Board to sign a one year lease
Ø With the Village of Manchester
Ø For the period of 2/21/06 – 2/21/07

Ø To be used as a vocational site for occupational training for approximately 30 CSTS developmentally disabled clients in the western area of the County

Ø Total lease amount is $12,900

RECOMMENDATION: Approval at the Board

B.

Housing and Homelessness Community of Interest

Joint City-County Office of Community Development (OCD)

2006 Emergency Shelter Grant (ESG) application

Ø Authorizing the Administrator to sign the application
Ø To the Michigan State Housing Development Authority (MSHDA)
Ø For the period 6/1/06 – 5/31/07

Ø To provide resources to non-profit sheltering and supportive service providers to pay for operational costs, such as rent and utility payments, which are not allowable under other HUD Continuum of Care Grants
Ø The 2006 Emergency Shelter Grant program will provide funding to eight non-profit emergency service provider organizations, as well as funds for the Office of Community Development to offset the cost of Continuum of Care Coordination

Ø For a total program of $401,900:
-$394,400 goes directly from MSHDA to eight non-profit organizations
-$7,500 goes directly to the County to offset the cost of Continuum of Care coordination

Ø Upon receipt of the award:
-Authorizing the Administrator to sign the notice of grant award
-Amending the budget
-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board

C.

Planning, Development, and Environment Community of Interest

Parks and Recreation Commission

Creating two full-time positions

Ø One (1) 1.0 FTE Park Laborer I position:
-Grade 15, Group 12; Salary Range: $30,134 - $37,119

Ø One (1) 1.0 FTE Assistant Park Superintendent:
-Grade 73, Group 10; Salary Range: $35,982 – $47,224

Ø As part of a 2-year process to adjust the organizational structure in order to accommodate continued growth of the parks system as well as anticipated retirement of long-term employees

Ø No budget adjustment; the funds for these positions are included in the 2006/2007 budget

RECOMMENDATION: Approval

Court Security

Ø Authorizing the expenditure of funds to improve security at three court locations (14-1A courthouse in the Service Center, Juvenile Center on Platt Road, and the Trial Court in downtown Ann Arbor)

Ø Construction costs are projected at $457,000:
-14-1A District Court = $115,000
-Platt Road Court = $110,000
-Trial Court = $232,500

Ø Operating cost increase is projected to be $242,394:
-14-1A District Court = $94,954
-Platt Road Court = $110,000
-Trial Court = $37,440
