Improving Suburban/Rural Community-Based Co-Occurring Drug Abuse Care

Ø Ratifying signature of the Administrator on a grant application

Ø To the National Institutes of Health Center for Scientific Review

Ø For the period of 9/1/06-8/31/09

Ø To enhance community based care for individuals with co-occurring mental illness and substance abuse disorders

Ø By evaluating implementation of integrated dual disorder treatment (IDDT) interventions in Washtenaw, Lenawee, Livingston and Monroe counties

Ø In collaboration with Washtenaw Community Health Organization (WCHO), University of Michigan Medical Center, Livingston Community Mental Health, Lenawee Community Mental Health, and Monroe Community Mental Health

Ø Creating a 0.6 FTE Management Assistant position
-Grade 27, Group 32
-Salary Range: $35,213 - $50,119

Ø For a total program of $589,395
-Federal Revenue: $589,395

-Indirect Costs: $112,500

Planning, Development, and Environment Community of Interest

Employment Training and Community Services

1) 2006 Annual MPSC Weatherization Assistance Program

Ø Ratifying the signature of the Administrator on the application

Ø To the Michigan Department of Human Services

Ø For the period 1/16/06 – 8/31/06

Ø To provide home weatherization services to 20 eligible residents

Ø To conduct energy education classes for 100 eligible residents

Ø For a total program of $95,353

-Revenue: $95,353

-Match: $0

-Indirect Costs: $0

Ø Upon receipt of the award:

-Authorizing the Administrator to sign the notice of grant award

-Amending the budget

-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval at the Board

2) Annual 2006 MPSC/MCAAA CAA Energy Assistance Program

Ø Ratifying the signature of the Administrator on the application

Ø To the Michigan Community Action Agency

Ø For the period 12/7/05 – 7/31/06

Ø To provide emergency energy services to approximately 150 families whose annual income is at or below 200% of poverty level

Ø For a total program of $94,004

-Revenue: $94,004

-Indirect Costs: $0

Prosecuting Attorney

1) Grants to Encourage Arrest Policies Program

Ø Eliminating seven (7) positions

-Three (3) 1.0 FTE Management Analyst positions:
-Grade 27, Group 32; Salary Range: $35,213 - $50,119

Ø -One (1) 1.0 FTE Management Assistant position:
-Grade 27, Group 32; Salary Range: $35,213 - $50,119

Ø -Two (2) 1.0 FTE Assistant Prosecuting Attorney I/II positions:
-Grade 28, Group 22; Salary Range: $46,134 – $63,134

Ø -One 1.0 FTE First Assistant Prosecuting Attorney position:
-Grade 33, Group 22; Salary Range: $56,010 - $77,515

Ø Domestic violence program will continue at a reduced staffing level

Ø Eliminated positions are all currently vacant (no layoffs will occur)

RECOMMENDATION: Approval

Friend of the Court

2) 2006 Access and Visitation Grant

Ø Ratifying signature of the Administrator on a grant application

Ø To Michigan Supreme Court State Court Administrative Office

Ø For the period of 10/1/05 – 9/30/06

Ø To provide funding to HelpSource for the Supervised Parenting/Exchange Program to support existing services and implement therapeutic supervised parenting services

Ø For approximately 80 children from a total of 50 families

Ø For a total program of:
-State Revenue: $20,000
-Match: $3,000
-Indirect Costs: $0

Ø Accepting the grant award

Ø Upon receipt of the award:
-amending the budget
-authorizing the Administrator to sign the delegate contracts

RECOMMENDATION: Approval at the Board

Office of the Administrator

15th District Court Lease Amendment

Ø Extending the current sublease for one additional year (to expire December 31, 2009)

Ø At a flat rate of $400,000

Ø Adding language indicating that once the amended sublease term expires, the City of Ann Arbor will vacate the space immediately
