Planning, Development, and Environment Community of Interest

Planning & Environment

1) Historic Preservation Grant

Ø Ratifying the County Administrator’s signature on a grant application

Ø To the State of Michigan Historic Preservation Grant Program for Phase IV: Heritage Tourism Map Project

Ø For the Period of FY 2006-2007

Ø To increase local heritage tourism, historic resource awareness, and appreciation of resources within the Washtenaw County community.

Ø By creating appealing maps and themed tours to place into context the historic resources included in the HistWeb (an ongoing projected created through HistWeb Phases I, II, III), on a series of maps identifying historic and architectural resources within Washtenaw County.

Ø In collaboration with the Washtenaw County Historic District Commission.

Ø For a total program of $44,581

-State Revenue: $24,977

-Match: $19,604

-Indirect Costs: $0

Ø Upon receipt of the award:

-Authorizing the Administrator to sign the notice of grant award

-Amending the budget

-Authorizing the Administrator to sign delegate contracts

RECOMMENDATION: Approval

2) Brownfield Redevelopment Plan Amendment

Ø Adopt the amendment to the Brownfield Plan for Washtenaw County

Ø To approve tax increment financing and single business tax credit incentives for the “Toyota research and Development Park” Brownfield redevelopment project

Ø In the Charter Township of York

Ø To redevelop the former Ypsilanti Regional Psychiatric Hospital (site) into a research and development park focused on automotive research, development and testing

Ø By providing tax increment financing and single business tax credit incentives for the “Toyota Research and Development Park” Brownfield redevelopment project

Ø In collaboration with the Washtenaw County Brownfield Redevelopment Authority and the Charter Township of York

Ø Resulting in the environmental and economic restoration of the property, the addition of over 900 jobs, and increasing the tax base for the Township, County and other relevant tax jurisdictions by approximately $2.5 million annually

RECOMMENDATION: Approval at the Board

Drain Commissioner

3) Full Faith and Credit for Mallet’s Creek Drainage District

Ø Approving the use of the county’s full faith and credit

Ø For the Mallet’s Creek Drain / Brown Park Project

Ø In an amount not to exceed $3.045 million

Ø To provide needed maintenance, ensure flood control and enhance the removal of key pollutants

Ø With additional funds of $1.25 million to be provided by a Clean Michigan Initiative Grant previously approved by the Board of Commissioners

RECOMMENDATION: Approval

4) Full Faith and Credit for Traver Creek Drainage District

Ø Approving the use of the county’s full faith and credit

Ø For the Traver Creek Drain Project

Ø In an amount not to exceed $590,000

Ø To provide needed maintenance to stabilize the channel and stream banks

RECOMMENDATION: Approval

Public Safety and Justice Community of Interest

Sheriff

1) Annual Marine Safety Grant Program

Ø Ratifying the County Administrator’s signature on a grant application

Ø To the Michigan Department of Natural Resources

Ø For the period of 1/1/06 – 12/31/06

Ø To provide up to 75% reimbursement for the operation of marine safety functions to patrol surface waters for the public safety

Ø For a total program of $155,444:
-State Revenue: $116,583 (maximum 75% reimbursement; $47,000 budgeted for 2006 based on prior years)
-Match: $0
-Indirect Costs: $15,177

Ø Upon receipt of the award:
-Authorizing the Administrator to sign the notice of grant award
-Authorizing the Administrator to sign delegate contracts

2) Michigan Sheriff’s Coordinating & Training Council Training Grant

Ø Ratifying the County Administrator’s signature on a grant application

Ø To the Michigan Sheriff’s Coordinating & Training Council

Ø For the period of 1/1/06 – 12/31/06

Ø To fund a local Correctional Officers Training Academy offered at Washtenaw Community College with participation from Washtenaw, Lenawee, Jackson, Monroe, and Livingston County Sheriffs’ Offices

Ø A cost-effective approach to comply with a State mandate that requires certification of corrections officers hired since January 31, 2005

Ø Will reduce demand on training dollars in the Corrections general fund budget and Corrections Training Fund

Ø For a total program of $33,819:
-State Revenue: $33,819
-Match: $0
-Indirect Costs: $0

Ø Upon receipt of the award:
-Authorizing the Administrator to sign the notice of grant award
-Amending the budget
-Authorizing the Administrator to sign the delegate contracts

Civic Infrastructure Community of Interest

Clerk/Register of Deeds

1) Vital Records Unit Restructuring

Ø Eliminating 1.0 FTE Record Management Specialist position:
-Grade 15, Group 12
-Salary Range: $30,134-$37,119

Ø Creating 1.0 FTE Senior Record Management Specialist position:
-Grade 18, Group 12
-Salary Range: $33,366-$41,482

Ø To provide leadership depth, opportunities for professional growth and promotion, and improved productivity in the Vital Records unit

Public Safety and Justice Community of Interest

Ø Increased personnel costs will not exceed $4,323 and will be absorbed within the County’s 2006 general fund budget

RECOMMENDATION: Approval at the Board

2) Register of Deeds Unit Restructuring

Ø Eliminating two (2) 1.0 FTE Record Management Specialist positions:
-Grade 15, Group 12
-Salary Range: $30,134-$37,119

Ø Creating two (2) 1.0 FTE Senior Record Management Specialist positions:
-Grade 18, Group 12
-Salary Range: $33,366-$41,482

Ø To provide improved customer service, enhance opportunities for cross-training and coordination among staff, and expand leadership depth in the Register of Deeds unit

Ø Increased personnel costs will not exceed $10,973 and will be absorbed within the County’s 2006 general fund budget
